Under the plan, Hanoi strives to achieve the coverage of health insurance at 90.1%; rate of workers taking part in compulsory social insurance of 95%; rate of workers covered by unemployment insurance of 95%; growth rate of insured by voluntary social insurance of 30%; 100% departments and units carrying out e-transactions related to social and health insurances.
Along with such efforts, Hanoi has been pushing for the implementation of advanced online public services at stage 4 in relation to declaration and payment of social and health insurances. The plan requests more efforts in controlling health insurance funds and preventing the abuse of social and health insurance funds.
To achieve targets in 2020, the city would focus on implementing a variety of solutions, including the promotion and raising awareness about regulations of social and health insurances; encouraging the participation in social, health and voluntary insurances; managing and using funds of health insurance efficiently, among others.
Hanoi would focus on supervising and monitoring the compliance of regulations and laws regarding social and health insurances; timely identifying and handling violations in this regard.
Besides, Hanoi also boosts administrative reform, as well as discloses administrative procedures and carries out changes in policies of social and health insurances; requesting departments and units to proceed with e-transactions related to social and health insurances; using public post services in receiving and returning results of administrative process; implementing the online public services stages 3 and 4 for activities related to social, health and voluntary insurances.
