Under the plan, Hanoi is set to create jobs for 156,000 people and reduce the unemployment rate in urban areas to below 4%; trained workers would represent 70.2% of the total workforce.
To achieve such criteria, Hanoi People’s Committee would continue to proceed with restructuring the economy and developing industrial sectors.
Additionally, Hanoi expects to improve the business environment and improve its ranking in the provincial competitiveness index (PCI), at the same time supporting the development of small and medium enterprises (SMEs) in the 2016 - 2020 period; promoting the development of innovation and startups.
Hanoi would focus on promoting cooperation and greater linkage for development of tourism products with enterprises, sectors and provinces/cities and abroad, while setting up travel routes connecting Hanoi and other countries in the region and the world.
The capital city continues to implement measures to enhance quality in vocational training, aiming to meet demands for socio-economic development of Hanoi and ensure sustainable development of the labor market.
Under the plan, Hanoi aims to provide in details information regarding the labor market under various channels, including the e-portal on jobs, newspapers, websites, media, among others, supporting people in seeking jobs and enhancing efficiency in drafting policies for the development of the labor market.
Hanoi would also focus on exporting labors and enhancing credit access from social funds.
