In an effort to enhance effective cooperation activities in following years and tap into each other’s potentials and advantages for mutual development, Standing Commissions of Party Committees of Hanoi and Thai Binh agreed to comprehensively roll out cooperative contents in the Party building work.
The two sides will exchange experience in building transparent, strong, streamlined and efficient political system, especially in realizing the Central’s directives, resolutions and latest documents.
Hanoi and Thai Binh will also support each other in organizing the apparatus in line with the Politburo’s Resolution No. 39-NQ/TW dated April 17, 2015 associated Resolution of the Party Central Committee’s 6th plenum (tenure 12); renewing the personnel work; expanding Party cells and social - political organizations in non-state sector; and implementing a pilot management project on urban administration.
Additionally, the two localities agree to help each other in training officials and staffs on information technology (IT) application in duty performance, providing online public services in association with building e-government.
The two sides will share experience in drawing up documents of provincial and municipal Party congresses, and organizing Party congresses at all levels while promoting twinning activities between Hanoi and Thai Binh for mutual development.
Hanoi and Thai Binh will closely work together to organize investment promotion activities; draw up policies for investment attraction and development; help domestic and foreign businesses to seek investment opportunities in the two localities; improve business and investment environment; promote creative startups; focus on supporting the development of small and medium-sized enterprises.
The announcement underlined the need for the two sides to support each other in planning the province and city for the period of 2021-2030 in accordance with the Planning Law 2017.
The two localities will intensifying exchange and cooperation in the state management of industry and commerce; supporting enterprises in rolling out projects on infrastructure development in industrial clusters and parks; encouraging firms to pour money into fields that both sides hold strengths; launching trade promotion programs to expand modern distribution network; creating optimal conditions for enterprises to participate in trade promotion activities, fairs and exhibitions held by Hanoi and Thai Binh; strengthening the fight against smuggling and commercial fraud.
In agriculture, Hanoi and Thai Binh will jointly elaborate programs and plans on production, trade and consumption of agricultural products for facilities in supply chains and seek the market for farm produce consumption.
It is necessary for the two localities to boost collaborative ties in expanding hi-tech production models according to VietGAP standards; implementing the quarantine work and controlling slaughter; strengthening disease prevention and control; transferring science and technology advances in animal husbandry and veterinary.
Besides, both sides will enhance cooperation in fields of health, education, culture, sports and tourism, national security and defense, social security and welfare, among others.
