Accordingly, the two localities strive to expand cooperation to tap into potentials and advantages to promote socio-economic development in Dien Bien and Hanoi while sharing experience in fields which are each locality’s strength for mutual development.
Both sides will intensify exchange in the Party building work, especially in realizing directives, resolutions and latest documents of the Central level, aiming to build transparent, strong, streamlined and efficient political system in each locality.
The two sides also agreed to exchange experience in management and training of officials. Particularly, Hanoi will support Dien Bien in training civil servants in charge of applying information technology in addressing the tasks.
Hanoi and Dien Bien will enhance cooperation in administrative reform and providing online public services.
The announcement underlined the need for the two localities to strengthen collaborative ties in socio-economic development, national security and development. Especially they will support each other in fields of planning, transport infrastructure development, investment attraction and promotion, industry, commerce and services.
The Hanoi side will continue paying attention to carrying out the (QR) code program to trace the origins of typical farm produce of Dien Bien while helping the province’s agricultural businesses to enhance consumption of agricultural products in Hanoi.
Further, Hanoi will create optimal conditions for Dien Bien’s enterprises to have access to preferential loans, and seek cooperation with enterprises and economic groups in Hanoi.
The two localities need to closely work to organize cultural events with a view to promote the value of cultural and historical relic sites in Hanoi as well as cultural identity of ethnic groups in Dien Bien.
Notably, health sectors of the two localities will intensify exchange and cooperation in improving the quality of health checkup and treatment, providing healthcare services; transferring technology in treatment.
Hanoi will provide free health checkups to ethnic minorities in Dien Bien, and help the province’s health sector to improve the quality of medical examination and treatment.
In addition, the city will create favorable conditions for Dien Bien’s students and workers who are studying and working in Hanoi.
Meanwhile, education and training sectors of the two localities will also exchange experience in educational management. The city’s education and training sector will continue supporting the province’s counterpart in expanding schools.
Besides, Hanoi and Dien Bien will continue closely coordinating to ensure national security and defense, combat crimes, commercial fraud, counterfeit and prohibited goods; control the market and price of goods; maintain traffic order and safety; among others.
