More effort to effectively manage operation and use of apartment buildings, and boost disbursement of public investment (22:09 14/10/2019)
To effectively realize Resolution No. 26-NQ/TU of the Municipal Party Committee, all level Party Committee, authorities, Fatherland Front Committees, social and political organizations need to focus on carrying out several key missions, as follow: Grasping the guidance of the Municipal Party Committee, set targets and key solutions for management, operation and use of apartment buildings in the city; improving local residents’ living standards; preventing and handling arising disputes and complaints, contributing to ensuring social order and security and building urban civilized lifestyle.
The Municipal Party Committee underlined the need to raise the awareness and responsibility of all-level Party organizations, authorities, Fatherland Front Committees, social and political organizations on managing the operation and use of apartment building complexes; carry out communication campaigns; enhance inspection and drastically handle organizations and individuals infringing laws as regulated.
The Municipal People’s Committee is in charge of completing and issuing a plan to roll out the resolution and concrete regulations on management, operation and use of apartment buildings as stipulated by law; complying with Directive No. 29/CT-TTg dated October 9, 2018 of the Prime Minister on enhancing the State management in condominium complex management, operation and use in line with the reality of the city, associated with Directive No. 24-CT/TU dated October 31, 2018, Directive No. 15-CT/TU dated December 16, 2016, Resolution No. 15-NQ/TU dated July 4, 2017 and Project No. 06-DA/TU dated September 24, 2013 of the Municipal Party Committee’s Standing Commission.
Based on the city’s plan, districts and towns will elaborate their plans on condominium management, operation and use in localities.
In terms of disbursement of public investment, the Municipal Party Committee requested districts and towns to strictly carry out the PM’s instruction at Public Telegraph No. 1042/CD-TTg dated August 21, 2019 on major missions and solutions to boost disbursement of public investment in 2019; take more actions to speed up disbursement of public investment set at the conference in the second quarter, 2019.
The announcement also underlined the need for district/township People’s Committees to speed up land clearance and bidding work; complete payment procedures; timely handle contractors falling behind schedule and failing to ensure construction quality; allocate the capital for construction as regulated.
Besides, it is necessary to strengthen administrative reform in handling administrative procedures; remove difficulties and problems in implementing the projects; tighten the collaboration among departments, sectors and contractors; increase the responsibility of heads of sectors and departments as well as officials and civil servants in settling investment papers; strictly handle cases of harassment and red tape, among others.
