Accordingly, the two localities will share experience in building the Party and the political system, especially in disseminating and realizing directives, resolutions and guiding documents of the Central level; renewing and improving the leadership and combativeness of the Party organization, contributing to building streamlined, strong and transparent political systems.
Hanoi and Can Tho will intensify cooperation and exchange in the personnel work; managing, operating and building e-government and smart city; enhancing the application of information technology (IT) in providing public online services; rolling out a pilot management project on urban administration; strengthening administrative reform, tightening discipline and building qualified human resources to meet the requirement of duties in new situation.
It is necessary for them to support each other in drafting all-level Party congress documents; instructing the organization of congresses in the spirit of Directive No. 35-CT/TW of the Politburo (tenure 12) on all-level Party congresses towards the 13th National Party Congress; realizing Resolution No. 35-NQ/TW of the Politburo (tenure 12) on “Strengthening the protection of the Party's ideological foundation and fighting false and hostile viewpoints in the new situation”.
The two cities also agreed to boost ties in organizing investment promotion activities; share experience in mechanisms and policies to attract investment for development; and support each other in making their master planning for the period of 2021-2030 as stipulated by Law on Planning 2017; create favorable conditions for businesses to seek investment opportunities; strengthen regional links for mutual benefits to tap into advantages of each.
Notably, Hanoi and Can Tho will continue reinforcing the cooperation in improving business and investment environment; creating the best conditions for startups; giving assistance to small and medium-sized enterprises; encourage businesses to boost technology transfer, especially environmental technology and climate change adaptation solutions.
The leaders of the two cities agreed to enhance exchange in management of industry, trade, import and export; jointly organize trade promotion activities, fairs, exhibitions and supply-demand conferences and encourage enterprises to join the events; call on businesses to pour money to build trade infrastructure and industrial clusters in the localities; thoroughly research the development of cluster industry links; and promote the exchange of experience to improve the quality of export items.
The announcement underlined the need to strengthen the implement cooperation programs on e-commerce development between the two cities; jointly propose the Ministry of Transport to soon carry out aviation logistics projects to promote the logistics industry associated with development of commodity production, import-export and domestic trade.
Regarding agriculture and rural development, Hanoi and Can Tho will continue intensifying exchange of information on agricultural development and preferential policies to attract investment in agriculture.
Hanoi will help Can Tho build trademark and introduce farm produce among local consumers, and enhance agricultural restructuring for sustainable development.
Besides, the two localities agreed to keep promoting the cooperation in fields of tourism, urban planning, construction, environment, health, education, science and technology, national security - defense, and social welfare, among other.
