In addition to the instruction of the Hanoi People’s Committee, local authorities at district and commune levels are required to raise awareness among people against drug.
Specifically, Departments of Health, Agriculture and Rural Development, Industry and Trade, Public Security, and Customs are responsible for tightening the control of precursor and narcotic drug during both import-export and business activities, timely preventing criminals from taking advantage of these precursors to illegally produce drugs, or extracting drugs from veterinary medicine and modern medicine, among others.
Based on functions and responsibilities of certain agencies, Hanoi People’s Committee requested related parties to step up the supervision and monitoring process in issuing licenses for cultural events, particularly exhibition, holidays, public playgrounds, restaurants, hotels, bars, among others which could potentially be used as places for people using drugs illegally.
The municipal Department of Labor, War Invalids and Social Affairs is tasked with continual implementing the pilot model of legal and social consultation for drug users participating in rehab program through ; training staffs working at rehab centers and improving quality in providing treatment services at rehab centers in Hanoi; receiving and grouping drug users for greater efficiency in treatment, preventing cases of drug users escaping rehab centers; establishing and planning a network of consultation, care and treating drug users among communities in Hanoi.
The municipal Health Department is responsible for guiding health facilitiesin receiving and treating drug users with sign of psychosis under instruction of the Ministry of Health; cooperating with the municipal Department of Labor, War Invalids and Social Affairs providing treatment services for drug users at rehab centers.
The Health Department is expected to maintain and improve quality in HIV/AIDS treatment using ARV drugs at clinics, treating patients infected with HIV through medical insurances; increase the coverage of medical insurance so that 100% of HIV infected patients using ARV drugs have medical insurances; providing ARV drugs and analyzing HIV/CD4 cell covered by medical insurance; timely instructing provinces and cities, health facilities to provide necessary treatment services for patients, reducing the rate of patients not having required treatments.
Moreover, people’s committees at district and commune levels are required to frequently review and update the number of drug users in local areas. All provinces/cities should implement the pilot model of treating drug users in communities; local authorities must ensure efficient implementation of the pilot model of social and legal consultation to drug users, as well as model supporting rights of workers at working places withpotential social issues.
