Accordingly, the city will disseminate contents of Resolution 25-NQ/TW dated June 3, 2013 of the Party Central Committee (tenure 11) on promoting and renewing the Party’s leadership in the mass mobilization work in new situation; Conclusion No. 43-KL/TW dated January 7, 2019 of the Party Central Committee’s Secretariat and Plan No. 140-KH/TU dated May 23, 2019 of the Hanoi Party Committee.
Furthermore, the city will improve the quality of mass mobilization work in state bodies; execute Conclusion No. 114-KL/TW of the Party Central Committee’s Secretariat on strengthening and innovating mass mobilization in administrative units and governments at all levels in new situation.
It is necessary to carry out Program 08-CTr/TU dated April 26, 2016 of the Municipal Party Committee on strengthening administrative reform and making positive changes in discipline and sense of responsibility of officials, civil servants for the period of 2016-2020 and annual administrative reform plans of the Municipal People’s Committee.
Also, Hanoi will effectively realize contents at Plan No. 74-KH/BDVTU-BCSDUBNDTP dated January 31, 2019 of the Municipal Party Committee’s Commission for Mass Mobilization and Party Board of the Municipal People’s Committee on implementing the Year of Government Mass Mobilization 2019, while focusing on implementing Directive No. 02/CT-UBND dated January 29, 2019 of the Municipal People’s Committee Chairman on carrying out the year of improving effectiveness and operational efficiency of the political system.
The plan underlined the need for the city to inspect and re-organize the apparatus in the spirit of Resolution of the Party Central Committee’s 6th plenum (tenure 12) associated with implementing Resolution No. 39-NQ/TW dated April 17, 2015 of the Politburo on streamlining, restructuring public and civil personnel.
Among tasks stated in the plan included implementing grassroots democracy regulations; regularly meeting local people and acknowledging their opinions about management, operation, attitude and working style of public servants; dealing with complaints and denunciations of citizens; carrying out the two codes of conduct issued by the Municipal People’s Committee; conducting the assessment of public satisfaction over the administrative apparatus as regulated.
