Regarding this matter, the Municipal People’s Committee assigned the Department of Health in collaboration with Departments of Finance, Planning and Investment, and Social Insurance to service as and advisor in allocating annual state budget estimates for public healthcare services; prioritize funding for health care activities at grassroots, and create favorable conditions for communal health stations, district health centers and hospitals to meet the requirement of people’s primary healthcare; review health units assigned to implement autonomy mechanism in the city and give a report on difficulties to the Municipal People’s Committee for consideration and settlement.
The Department of Home Affairs in collaboration with the Department of Health will advise the Municipal People’s Committee to elaborate missions, plans and solutions for high qualification human resource development.
The Department of Home Affairs will also cooperate with the Department of Health and relevant units to devise policies and mechanisms to attract high qualification human resources in grassroots medical stations while strengthening international cooperation in human training.
The Municipal Social Insurance will work with Departments of Health; Labor, War Invalids and Social Affairs, the Confederation of Labor, and district/township People’s Committees to disseminate policies and Law on Health Insurance; improve the quality of health insurance assessment; work with grassroots insurance-covered medical examination and treatment facilities to protect rights of card holders as stipulated by law; cooperate with the Department of Health to inspect the management and use of funds for insurance-covered medical checkups and treatment as prescribed by law.
District/township People’s Committees will tighten the management of healthcare in localities, especially private medical and pharmaceutical facilities; guide functional divisions and commune/ward People’s Committees to enhance inspection and strictly handle infractions.
