Hanoi People’s Committee briefs on the outcomes of its April meeting (09:12 06/05/2019)

In the first four months, state budget revenue reached over VND90 trillion, accounting for 34.4% of the estimate, up 18.7% compared to the same period last year. Local budget expenditure was estimated at over VND17 trillion, accounting for 17% of the estimate. 
Export turnover was estimated to fetch US$4.56 billion, up 12.9% (compared to 2.7% in the same period last year). Import value hit US$10.1 billion, up 4.9% (compared to 4.5% in the same period last year). The average consumer price index (CPI) rose by 4.06% (compared to 2.62% in the same period last year).
Economic sectors also maintained the high growth rate. Industrial production index in April posted a month on month increase of 2.1%, and annual increase of 7.5%. 
The total retail sale of goods and services in April was reported at over VND216 trillion, up 1.4% over the previous month, 11.6% over the corresponding period last year. In the first four months, the figure hit VND885 trillion, up 10% (compared to 10.5% in the same period last year). Total tourism revenue was estimated at VND24 trillion, up 8.9% (compared to 10% in the same period last year).
Moreover, the city has drastically taken action to control African swine fever. So far, the disease has been found in 424 breeding farms in 14 districts. The total number of culled pigs was 6,205. 
Hanoi has also paid special attention to improving investment in environmental protection and strengthening investment attraction. The city ranked 9th among 63 provinces and cities in the country in the 2018 provincial competitiveness index (PCI), up 4 levels compared to 2017, and 15 levels compared to 2015 . FDI attraction in the first four months reached US$4.47 billion, 6 times higher year on year. Domestic investment attraction fetched VND9.46 trillion. A total of 8,783 new enterprises were established with the registered capital of VND83.23 trillion. 
The city has also made great gains in maintaining traffic safety, urban order, electricity and water supply, wastewater treatment and environmental sanitation. Moreover, Hanoi has ensured social welfare; paid special attention to revolutionary contributors and ethnic people; successfully organized the 16th Hanoi Open Mathematics Competition (HOMC); fulfilled the 2019 Population and Housing Census as scheduled.
Notably, the city has attached importance to foreign affairs. The city leaders hosted and worked with more than 20 delegations from foreign agencies, corporations, domestic and foreign enterprises along with 19 foreign organizations and businesses in an effort to enhance cooperation and call on more investment in fields of environment, construction, information technology, education, health and sports. 
A wide range of cultural exchanges, cooperation activities between Hanoi and foreign countries have been held in the city, such as a Dutch fashion show themed “Walk the Talk”, Japanese Cherry Blossom Festival, among others.
Key tasks for May, 2019 
Chairman Nguyen Duc Chung assigned heads of administrative bodies and district/township People’s Committees to continue effectively deploy Action Program No.12 of the Municipal People’s Committee while implementing Resolution No. 01/NQ-CP of the Government and striving to fulfill all targets of the city’s socio-economic development.
Heads of administrative bodies and district/township People’s Committees are also requested to speed up disbursement for capital construction projects; tighten the management, inspection and supervision of officials and civil servants. 
The Department of Home Affairs will take prime responsibility and work with district/township People’s Committees to organize civil service recruitment examinations; drastically handle issues relating to contract laborers in public education institutions; and propose mechanisms and policies in recruiting civil servants in the sector of education and training.
Hanoi Police is in charge of taking action to ensure political security, social safety and order, traffic safety to serve political and economic events taking place in May, 2019; enhancing the patrol and take measures to prevent traffic congestion and accidents; working with the Department of Transport to establish cross-functional teams to enhance inspection and strictly handle cases infringing traffic safety regulations, and give a report on outcomes to the Municipal People’s Committee; and drastically handling cases of child abuse in the city.
