Releasing Directive on easing difficulties in the field of production and trading, and enhancing the growth in 2019
Chairman of the Municipal People’s Committee signed and released Directive 07/CT-UBND dated April 16 on easing difficulties in the field of production and trading, enhancing the growth in 2019.
According to the directive, Steering Committee at district level and inter-disciplinary working groups shall increase their responsibility to control the African swine fever in the area; fulfill their task of ensuring sanitation, decontamination and applying safe method of pig raising; maintain 24/7 operation of quarantine stations and hotline (024 33800115) to receive and handle feedback, and sum up reports on the diseases. Localities shall launch movements on environmental sanitation, eliminate larvae and mosquito to prevent dengue fever; improve working capacity, and proactively prevent and control the diseases, and prevent any disease outbreak; maintain the system of supervising and detecting infectious diseases, and control them at the border gates and airports.
City’s agencies and departments, People’s Committees of districts and towns increase their effort to review and simplify administrative procedures; amend and supplement mechanism and policy to create more favorable conditions for the people and enterprises; realize the theme of 2019 “Increasing effectiveness and working efficiency of the political system”; enhance the application of information technology in state agencies and in providing public services; focus on improving business and trading environment; closely supervise changes in the market, get latest information of goods supply and demand, prices, and update it to the enterprises, so that they can build their production and trading plan; mobilize non-state resources for investment and development of urban infrastructure and construction of new-style rural area; take drastic measures to speed up the progress of disbursing investment from state budget; review the situation, and implement foreign direct investment (FDI) projects.
Outcomes of the implementation of Resolution 02/NQ-CP dated January 1, 2019 and 139/NQ-CP dated November 9, 2018 of the Government in the first quarter of 2019
According to Report No. 112/BC-UBND dated April 16, 2019, the Municipal People’s Committee presents outcomes of implementing Resolution 02/NQ-CP dated January 1, 2019 of the Government on further taking key measures and tasks to improve business and trading environment, enhancing national competitiveness, and Resolution 139/NQ-CP dated November 9, 2018 of the Government on reducing costs for enterprises in the first quarter, as well as orientation and task for the next nine months of 2019 as follows: all business registration dossiers are submitted online; the city expects to reduce time to process procedure of announcing stamp to one day (a decrease of 67% in comparison the stipulated time), procedure of ceasing operation of trading place to three days (decrease of 40%), and procedure of changing business lines registered by branch and representative office to two working days (decrease of 33%). It is expected that 10% results of administrative procedures are returned via public postal service; 98.41% of enterprises declare tax online; electronic tax payment rate reaches over 97.62%, accounting for 20.18% enterprises paying tax online all over the country. Time to issue tax code will be reduced; it takes about 30 minutes on average, which is decreased 87.5% in comparison to the stipulated time of 4 working hours.
By the end of 2018, 138,372 enterprises of Hanoi completed tax payment procedure online, accounting for 96.9% of enterprises running their business and 20% of enterprises paying tax online in Vietnam
The Municipal People’s Committee sent Report 114/BC-UBND dated April 18 to the Ministry of Industry and Trade, focusing on implementation of General plan on developing e-commerce in the period of 2016 to 2020 in Hanoi. According to the report, by the end of 2018, the city gains success including implementing the tasks of developing e-commerce comprehensively; closely associated enterprises and IT, expanding e-commerce production and trading by enterprises. City’s agencies and deparments, People’s Committees of districts and towns take measures to put the common electronic One Stop Shop system at stages 3 and 4 into use, connect public service portal of Hanoi, and meanwhile provide online public services at level 3 and level 4 to the people and organizations. By December 31, 2018, there are 1,058 online public services at stage 3 and stage 4 in Hanoi, including 919 services at stage 3 and 139 services at stage 4. In order to develop e-commerce and increase export, Hanoi has cooperated with Vietnam E-commerce Association to organize a conference of introducing new, modern e-commerce models; support online export via international e-commerce platforms such as alibaba.com amd amazon.com; encourage retail enterprises to research, invest and launch automatic shops (shops without sellers, and Online 2 Online model, use of QR code in online order and payment, use of electronic logistics in delivery). The city also sets up automatic vending machines in public places. It is expected that there will be 1,000 automatic vending machines in public places in 2020. Hanoi in cooperation with Ministry of Industry and Trade has organized Online Friday - Online Shopping Day program annually, encouraged enterprises to apply e-commerce in manufacturing and business as well as encouraged startup with e-commerce.
Management of e-tax has also increased. Over 2,000 individuals register and receive tax code for tax declaration and payment. 148,499 businesses, economic organizations and non-business units register to declare tax online, accounting for 98.02%. 138,372 enterprises complete e-tax payment procedures with the tax authorities, accounting for 96.9% of operating enterprises in the area, and 20% of electronic taxpayers nationwide. There are 597,313 electronic tax payment transactions with a total amount of VND 132,763 billion. The number of wrong declarations, enterprises submitting behind schedule or failing to submit declarations has decreased.
The city is paying more attention to online travel and smart travel. The Department of Tourism is assigned to update information of tourism trading establishments on website sodulich.hanoi.gov.vn. A high rate of online tourism services is recorded. Over 60% of domestic travelers and over 75% of international travelers book their rooms and tours online. Over 65% of standards hotels, shopping and dining places install POS system, and allow customers to apply non cash payment. Over 95% of standard accommodation establishments and tourist attraction sites provide free wireless Internet connection to tourists. Free wireless Internet connection is also available at many public places, such as walking area around Hoan Kiem Lake and surrounding area, Trinh Cong Son walking and culture street, 19/12 Book Street, Noi Bai International Airport and certain bus routes. Free WiFi will be offered in some other places, such as Bat Trang Ceramic Village, Van Phuc Silk Village and Duong Lam Ancient Village.
In terms of developing infrastructure for e-commerce, Hanoi has launched website http://bandomuasam.hanoi.gov.vn since 2015. This is an online tool for shopping, providing solutions to search for shopping and dining places in the area. An online market has been put into operation, selling safe farm products which are controlled by authorities and consumer community. Products come from safe production chains and production models certified with VietGap and HACCP.
The city also strives to speed up progress of building logistics centers, ICD dry ports, water ports and warehouses to serve the development of logistics and support e-commerce. Special attention is paid to boosting e-logistics in order to serve e-commerce.
Conducting survey and building Land price list of Hanoi, which will be applied from January 1, 2020 to December 31, 2024
The Chairman of the Municipal People’s Committee signed and released Plan 98/KH-UBND dated April 17 on conducting survey and building Land price list of Hanoi, which will be applied from January 1, 2020 to December 31, 2024 (Land price list), requesting units to build the land price list in accordance with regulations of the Government. The plan focuses on two key tasks:
- Survey on land price on the market
The Department of Natural Resources and Environment will conduct survey from May1 to June 30, 2019, collect information of land price in 584 communes, wards and townships. It focuses on residential land, production and trading land, non-agricultural land and agricultural land. Value of the houses, land and other properties must be presented clearly. Result of the survey and information of land price at district level will be collected from July 1 to 31, 2019. Result of the survey and information of land price at city level will be collected from July 1 to 31.
- Building the land price list
The working group will sum up information, analyze it, assess the result, make draft land price list, and add newly named streets into the list. The land price list will be submitted to the People’s Committees of adjacent provinces and cities for feedback, or submitted to the Ministry of Natural Resources and Environment in case they fail to finalize it. People’s Committees of districts and towns send their feedback to complete the price list. Then the list will be sent to the Municipal Land Price Appraisal Council for further verification. Based on feedback of the council, the working group will amend the price list, and submit it to the Department of Justice and then Hanoi People’s Committee for further consideration. It will be completed and reported to competent authority before being submitted to the Hanoi People’s Council. The Municipal People’s Committee will release and announce the Land price list by January 1, 2020; it will be disseminated on mass media. Result will be reported to the Ministry of Natural Resources and Environment by January 15, 2020.
Secretary of Party Committee, Chairperson of People’s Committee and Heads of Police in districts and towns are responsible for illegal sand exploitation in the area.
According to Announcement 111/TB-VP dated April 18, 2019, the Municipal People’s Committee requests Department of Natural Resources and Environment, Police Department, authorities, People’s Committees of districts and towns to increase management of sand exploitation at sand mining places as stipulated, and reduce the illegal exploitation of sand. Accordingly, following tasks shall be performed: stop and severely punish illegal exploitation of sand on rivers; give assignment to heads of Party units, governments and police in stopping and handling illegal sand exploitation.
Secretaries of Party Committee, Chairpeople of People’s Committees and Heads of Police in districts and towns are responsible for illegal sand exploitation in their respective areas and loss of natural resources and mining. The Police Department in cooperation with authorities, People’s Committees of districts and towns open peak campaign to handle violations of sand exploitation, establish inter-disciplinary working groups, maintain their operation. One group will be in charge of handling violations in terms of unlicensed, substandard transportation and exploitation of sand on rivers; the group will inspect and handle violations in terms of vehicles and wharves on riverbanks. Serious violations must be investigated and handled soon according to regulations to deter further infractions. The Hanoi Police Department closely cooperates with Police of other provinces to increase examination, punish transportation vehicles and sand exploitation equipment in adjacent areas according to coordination regulation signed between the city and the provinces; organize conferences to solve problems in coordination; prevent flashpoints in the adjacent areas.
The Department of Natural Resources and Environment in coordination with other authorities review, guide licensed units and enterprises on how to run their business properly according to approved scope, target and method; urge more effort to solve the problems and put sand exploitation licensed projects into operation; withdraw license, or decline to extend license of projects which fail to follow planning or meet requirements and criteria according to legal regulations. Licensed enterprises and investors must comply with regulations on mining and their license, do not affect the environment, traffic safety and order, and social safety and order in the area. People’s Committees of districts and towns cooperate with inter-disciplinary working groups and Department of Natural Resources and Environment to check and handle violations of sand exploitation in the area, and report to the Hanoi People’s Committee within May.
Urging more effort to investigate and point out reason of the fire at workshop in Nam Tu Liem district
The Hanoi People’s Committee released Document 1482/UBND-NC dated April 13, 2019, urging effort to handle the fire of workshop at Alley 01, Dai Linh Street, Trung Van Ward, Nam Tu Liem District as follows:
(1) The Hanoi Police Department in cooperation with Nam Tu Liem district People’s Committee and related units speed up investigation, find out reason of the fire and responsibility, and take serve punishment according to the law.
(2) The Department of Labor, Invalids and Social Affairs, Nam Tu Liem district People’s Committee visit families of the victims, encourage and support them, and increase effort to overcome consequences of the fire.
(3) The Department of Health and related units in cooperation with Hanoi Police Department and Nam Tu Liem district People’s Committee guarantee health care for the victims and dossiers of the victims according to the law.
(4) The Hanoi Police Department and city’s authorities in cooperation with People’s Committees of districts and towns increase dissemination, guidance and training of fire fighting and prevention; conduct examination regularly, check the establishments facing high risk of fire, detect problems and handle violations; take drastic measures to suspend operation of the establishments that fail to meet fire safety requirements. In case of serious infractions, the establishment might be prosecuted according to legal regulations.
(5) Head of city’s authorities, Chairperson of People’s Committees of districts and towns request subordinate units, People’s Committees of townships, wards, owners of enterprises, production, trading and service establishments to pay attention to fire safety; strictly comply with instruction of the Prime Minister, and take responsibility for implementing law on fire fighting and prevention, ensure safety of the people and their properties.
Leaders of the Hanoi People’s Committee held 39 meetings with Hanoi citizens in April
Leaders of the Hanoi People’s Committee presided over the regular meeting with citizen on April 16. They held 39 meetings of citizens (263 people) from districts and towns, and six groups of complainants, and received six letters of complaination. After the meeting, the leaders require Directors of city’s Departments, Chairpeople of People’s Committees of districts and towns to focus on handling the feedback, complaints and denunciations of citizens according to their authority, legal regulations and instruction of the Vice Chairman of Hanoi People’s Committee. In case of group complaint, the authorities must review the cases, receive the citizens, have dialog with them and handle the situation; check and handle the unresolved complaints and denunciations; ensure political security, social safety and order in the area; strictly realize the regulation of reporting result after handling complaints and denunciations at monthly meetings with citizens according to the regulations.
