Hanoi strives to remove difficulties for production and trade, promote growth in 2019 (05:56 18/04/2019)

HNP - The Hanoi People’s Committee issued Directive No. 07/CT-UBND on April 16 on removing difficulties for production and business, and promoting growth in 2019. 

Accordingly, district/township People’s Committees are tasked to tighten the cooperation with departments, sectors and agencies to drastically handle outbreaks; cull infected animals; launch environmental sanitation campaigns and spray chemicals; promptly detect and strictly handle transport and trade of animals and their products that spread the disease. 
District Steering Committees and inter-agency working teams are requested to increase their responsibility to control the outbreak of African swine fever in the city while communes, wards, towns and breeding farms are urged and instructed to take measures against African swine fever as guided by the Central level and the city. 
Among others tasks stated in the directive include strengthening the communication and disseminating disease prevention knowledge and skills among officials, Party members and local residents, especially famers, slaughterers and traders; cleaning the environment and applying safe pig breeding models; maintaining quarantine stations and attending hotline number 024 33800115 to receive and report information on the disease situation in localities to the authorities every day.
The Municipal People’s Committee asked district/township/commune/ward People’s Committees to launch environmental sanitation campaigns in localities. 
Meanwhile, departments, sectors, agencies and district/township People’s Committees need to improve their ability to actively prevent the spread of disease; maintain infectious disease surveillance systems; and carry out strict surveillance of the disease at border gates and airports.
The Department of Agriculture and Rural Development is responsible for closely monitoring and detecting the disease in poultry and cattle in an effort to put the epidemic under control; report information on the epidemic to the health sector and relevant departments and agencies to take measures and prevent the disease from infecting humans.   
Heads of district/township People’s Committees are assigned to request schools to enhance control over origins of food. 
The directive also underlined the need for departments, sectors, agencies and district/township People’s Committees to focus on reviewing and streamlining administrative procedures; adjust and supplement mechanisms and policies to create favorable conditions for citizens and enterprises; effectively carry out the 2019 theme “Improving the efficiency and effectiveness of the political system”; and promote the application of information technology (IT) in state bodies and provide online public services. 
It is necessary for departments, sectors and district/township People’s Committee to continue improving investment and business environment as planned by the Municipal People’s Committee; take action to remove difficulties for enterprises; host meetings with enterprises to learn all difficulties and work out measures to remove them and promote production and trade; monitor the market and give information on goods supply – demand and price to businesses; mobilize off-budget resources to invest in urban infrastructure development and new-style rural area building, among others.
The Department of Home Affairs is in charge of taking prime responsibility and coordinating with relevant departments, agencies and district/township People’s Committee to carry out the year of improving efficiency and effectiveness of the political system; taking action to increase the Provincial Governance and Public Administration Performance Index (PAPI); reviewing and re-organizing the apparatus of public administrative agencies suitable for their functions and missions.
