Accordingly, the Steering Committee requested all-levels Party Committees and authorities to effectively execute the administrative reform in agencies, units and localities with the focus on carrying out following tasks: strengthening the leadership of all-level Party Committees in administrative reform; creating the consensus in implementing administrative reform contents; promoting the communication and dissemination of programs, plans and documents on administrative reform to raise the awareness and responsibility of heads of agencies, units and localities, officers, civil servants and people about significance, targets and missions of administrative reform in 2019.
All-levels Party Committees and authorities are tasked to fully and comprehensively realize missions according to the administrative reform plan 2019 of the Municipal People’s Committee associated with the working theme in 2019; continue effectively implementing the one-stop-shop mechanism in settling administrative procedures to make sure that 100% of dossiers are addressed as scheduled.
Among the tasks include reviewing, simplifying and recommending the simplification of administrative procedures within its competence in an effort to create favorable conditions for individuals, organizations in resolving administrative procedures; acting as an advisory body to supplement regulations on settlement of administrative procedures;
Also the plan asked to build and issue legal documents and guiding documents to ensure effectiveness, efficiency and consistency with the system of the Central level and the city level; improving the qualifications of officers, civil servants in association with implementing the city’s two codes of conducts; and praising outstanding individuals in administrative reform is another task.
Besides, it is necessary to enhance random inspections; receive and deal with recommendations of individuals and organizations in the settlement of administrative procedures.
