Accordingly, in terms of management and organization of festivals, it is necessary to strengthen the popularization and strictly carry out Decree No. 110/2018/ND-CP dated August 29th, 2018 of the Government on regulations on managing and organizing festivals; Directive No. 03-CT/TU dated January 12th, 2016 of the Ha Noi Party Committee on enhancing all-level Party Committees’ leadership in managing and organizing festivals, and other directive documents of the Central.
Director of the Department of Culture and Sports, Heads of departments, sectors, agencies, Chair-people of district People’s Committees are in charge of assigning officials to monitor festivals in localities, drastically handle violation cases, especially great festivals, namely, Dong Da Mound, Huong Pagoda, Hai Ba Trung Temple, Soc Temple, Co Loa Temple, Va Temple, Thay Pagoda, Tay Ho Temple, etc.
Director of the Department of Culture and Sports will recommend the Municipal People’s Committee to establish inspection teams to check the organization of festivals in the area; honor outstanding units; give a report to the Municipal People’s Committee.
Directors and Heads of Departments, Sectors of Police, Transport, Industry and Trade, Health, Agriculture and Rural Development, Information and Communications, Construction, Finance, Tourism, National Resources and Environment, and relevant units, basing on functions and assigned missions, are tasked to proactively cooperate with the Department of Culture and Sports to carry out the above tasks.
People’s Committees of districts, towns are assigned to make plans on management and organization of festivals; establish interdisciplinary inspection teams to direct the management, organization of festivals as regulated; tighten the control of festivals and strictly handle violation cases to ensure security, order and safety, fire prevention and fighting during festivals; protect relic sites; prohibit superstition, gambling in any form; drastically handle cases violating food safety regulations; maintain environmental sanitation; announce entertainment places in festivals; tighten the management of burning votive papers, etc.
For festivals on rivers, localities are tasked to make plans on ensure safety for local people and visitors; strictly abide by Law on inland waterway traffic.
In terms of organizing cultural activities and music performances to welcome Tet, the Department of Culture and Sports will take prime responsibility and collaborate with relevant departments, sectors, People’s Committees of districts, towns to carry out Plan No. 241/KH-UBND dated December 26th, 2018 of the Municipal People’s Committee on organizing cultural activities to welcome Tet and mark great historical events in 2019.
It is important to proactively make plans on organizing and managing cultural activities and music performances to welcome Tet, and mark the 89th founding anniversary of the Communist Party of Viet Nam with diversified ways; enhance the socialization of cultural activities, contributing to conserving and promoting cultural values; create favorable conditions for mobile performance teams and art troupes to make programs to serve people before, during and after Tet; boost the cooperation with functional forces to manage and monitor cultural activities so as to early detect and handle violation cases.
