Accordingly, the city sets up key targets in 2019, including: at least 90% of laborers will join in compulsory social insurance and unemployment insurance; the rate of voluntary participants in social insurance will increase by between 30% and 50% compared to the previous year.

By 2020, at least 95% of laborers will join in compulsory social insurance and unemployment insurance; the rate of voluntary participants in social insurance will increase by between 30% and 50% compared to 2019.

To fulfill the above the targets, Ha Noi will enhance the cooperation among Social Insurance Agency, Department of Taxation, Department of Planning and Investments, Department of Labour, Invalids and Social Affairs, Cooperative Alliance in sharing data of management of businesses, laborers so as to request employees and employers to join in compulsory social insurance and unemployment insurance as regulated.

Additionally, the city will strengthen inspection of social insurance premiums; strictly handle violation cases; make a list of employees in enterprises, business households, and workers working overseas under contract and request them to participate in social insurance as stipulated by law.

Besides, it is necessary to enhance administrative reform, create favorable conditions for local people, enterprises to enjoy mechanisms relating to voluntary social insurance policy; strengthen exchange and popularization of policies and laws on social insurance, unemployment insurance; encourage agencies, organizations and individuals to give support for voluntary social insurance participants; increase investment into infrastructure; and promote the application of information technology in operation and management of social insurance, etc.
