Accordingly, Directors of departments, Heads of sectors and agencies, Chair-people of People’s Committees of districts, towns and leaders of administrative organizations, public non-business units to urgently carry out Decision No. 5298/QD-UBND dated October 4th of the Municipal People’s Committee on granting a plan to implement Decree No. 61/2018/ND-CP dated April 23rd, 2018 of the Government on one-stop-shop sectors in settling administrative procedures in the city.
The Department of Home Affairs will take prime responsibility and cooperate with the Municipal People’s Committee Office and relevant agencies to recommend the Municipal People’s Committee to make operational regulations and establish Public Service Administration Centers.
Besides, it is necessary to consolidate one-stop-shop sectors to serve local enterprises and people; implement regulations on monitoring the settlement of administrative procedures; receive and settle administrative procedures according to the one-stop-shop mechanism at Decree No. 61/2018/ND-CP dated April 23rd, 2018 of the Government and regulations of the Municipal People’s Committee.
More effort must be to made to rectify the settlement of administrative procedures in agencies, units to serve enterprises and people; overcome the overdue situation in handling administrative procedures; evaluate the level of satisfaction of people and enterprises; praise outstanding officials, civil servants in charge of settling administrative procedures in one-stop-shop sectors and strictly handle violation cases; offer policies to train officials, civil servants working in one-stop-shop sectors; propose initiatives for administrative reform in fields of land, planning, construction, investment, industry and trade, labour, job creation, etc. contributing to improving the city’s investment and business environment.
It is vital to cooperate with the Municipal People’s Committee Office, the Department of Information and Communications to implement online public services at level 3, 4 on the Online Public Service Portal; standardize the internal processes to settle administrative procedures; coordinate with Ha Noi Post Office to receive dossiers and return results of administrative procedure settlement via post services according to Decision No. 45/2016/QD-TTg dated October 19th, 2016 of the Prime Minister.
