Major missions of prevention and control of HIV/AIDS, drug abuse and prostitution (08:49 10/10/2018)
Accordingly, the Municipal People’s Committee assigned the Department of Labour, Invalid and Social Affairs to take prime responsibility and coordinate with the Department of Police and relevant units to recommend the Municipal People’s Committee to issue official letters to implement Resolution No. 30/NQ-CP dated March 7th, 2017 of the Government on ensuring effective implementation of drug treatment and post-detoxification management in the city; pilot models of supporting, consulting drug detoxification as directed by the Government; cooperate with the health sector to receive and classify drug addicts to treat effectively in drug detoxification centers; request functional agencies in collaboration with local police forces to ensure security and order in the centers.
The Department of Police is tasked to focus on reviewing and making management dossiers of addicts; cooperating with Departments of Agriculture and Rural Development, Health, Customs and relevant units to closely manage drug-related lawful activities; jointly strengthening the popularization and inspection so as to detect the planting of narcotic plants in gardens, households, apartment buildings.
The Department of Health is responsible for asking medical establishments to receive and treat synthetic drugs users with signs of psychosis as instructed by the Ministry of Health; cooperating with the Department of Labour, Invalids and Social Affairs to treat synthetic drug addicts in drug detoxification facilities as directed by the Health Ministry.
Besides, it is necessary to effectively implement the program on expanding methadone treatment for addicts; coordinate with relevant units to effectively implement HIV/AIDS prevention and control to fulfill with 90-90-90 goals; strengthen the popularization of HIV/AIDS prevention and control, especially in the National Action Month and in response to World AIDS Day; cooperate with relevant departments, sectors to recommend the Municipal People’s Committee to expand health insurance coverage for people living with HIV/AIDS and support them to pay for ARV treatment costs for the period of 2018-2020; maintain the popularization to mobilize all resources for prevention and control of dangerous diseases throughout the city.
The Municipal People’s Committee suggested the Viet Nam Fatherland Front’s Chapter of Ha Noi and collectives as well as heads of departments, sectors, agencies and People’s Committee Chair-people of districts, towns strengthen the popularization and education of legal documents on drug prevention and fight on mass media; effectively implement cooperation programs signed between the Municipal Steering Committee 138 and Ha Noi Radio Television and the An ninh Thu do (Capital Security) Newspaper.
Standing agencies of the Municipal Steering Committee 138 will proactive establish working teams to monitor the implementation of localities as well as jointly remove difficulties and timely propose the Municipal Steering Committee for direction and settlement.
