To proactively respond to the discharge of water and minimize damages, the Municipal Steering Committee on Disaster Prevention and Search, Rescue requested relevant units to implement key tasks as following:
People’s Committees of districts, suburban districts and towns along the Da, Duong and Hong rivers to timely inform the discharge of water among authorities, people and organizations along the rivers; move means of water transport, pump stations, works and sand, gravel extraction; evacuate people in low-lying areas where are able to be flooded or high risk of landslides to safer areas so as to ensure safety for residents and their properties.
Requesting investors of projects under construction along the rivers and owners of means of water transport to proactively take solutions to ensure safety for people, means, equipments and works; review and take measures to ensure safety for aquaculture facilities on rivers, mining business and agricultural production units, etc.
It is essential to tighten inspection of transportation activities of means of water transport to ensure safety people and vehicles; make measures to protect properties, goods of the State and people in areas which might suffer from floods; move explosives, toxic chemicals out of river banks; ensure electrical safety.
Enhance inspection of the dike system to detect and timely handle incidents; prepare enough human resources, equipments to respond to bad situations if occur; maintain human resources and means to be ready to rescue if necessary.
The Capital High Command and the Department of Police are ready to prepare human resources and vehicles to timely respond to incidents while discharging water.
The Ha Noi Power Cooperation is tasked to review and check power lines and substations in areas outside the dike system to ensure electrical safety.
The Department of Information and Communications, the Ha Noi Radio Television, the Hanoi Moi newspaper, the Kinh te & Do thi newspaper will timely inform about discharging water from Son La and Hoa Binh hydropower reservoirs to local people.
The Department of Agriculture and Rural Development (the standing agency of the Municipal Steering on Natural Disaster Prevention and Search and Rescue) is assigned to master the plan of the discharge of water so as to recommend the Municipal People’s Committee, the Municipal Steering on Natural Disaster Prevention and Search and Rescue to respond to the situation; tightly monitor the discharging water to proactively respond and report to the Steering Committee on Disaster Prevention and Search and Rescue.
• Previously, the Central Steering Committee on Disaster Prevention granted Public Telegraph No. 46/CD-TW on discharging water from Son La and Hoa Binh hydropower reservoirs.
Accordingly, the Central Steering Committee on Disaster Prevention requested hydropower companies to discharge water to decrease the water level in Son La and Hoa Binh hydropower reservoirs. Hydropower companies begin discharging water through the spillway at 1.00pm on September 3rd.
Relevant agencies are responsible for informing about the discharge to ensure safety in downstream areas.
