According to the Document, the Ha Noi People’s Committee requests heads of city’s agencies and departments as well as Chairpeople of People’s Committees of districts, suburban districts and towns to perform following tasks:
- Conduct self-examination, review, and strictly implement Directive No. 07/CT-UBND dated April 24, 2018 of the Ha Noi People’s Committee Chairman on increasing performance quality of Chairpeople of People’s Committees of districts, suburban districts and towns as well as heads of city’s agencies and departments in the field of citizen reception, people’s denunciation, request and complaint settlement;
- Receive the citizens directly, and understand the situation of each case; regularly review the situation and result after settling cases in the area under their management, and take drastic measures to thoroughly solve problems and prevent establishment of crowded petitioners or submission of denunciations to the Central Government and the city.
If the local authorities handled the cases within their authority according to regulation of the law, yet citizens continue to submit their complaints and denunciations to the agencies under the Central Government, the capital city or to the Office of Ha Noi Citizen Reception Board, Chairpeople of People’s Committees of the districts, suburban districts and towns shall perform popularization among the people, take management measures, help them understand legal regulations and pursuit them to follow the regulations on citizen reception, complaints and denunciations.
The Ha Noi Inspectorate and related agencies and units shall increase effort to review implementation, and cooperate with Chairpeople of People’s Committees of districts, suburban districts and towns to verify cases of denunciations which should be answered/handled promptly and thoroughly. For the cases within authority of the Chairman of Ha Noi People’s Committee, the Ha Noi Inspectorate shall take responsibility for review and speed up progress of verification and report, and ask the Chairman of Ha Noi People’s Committee to consider and make decision on settling the complaints, give conclusion to denunciations and answering the citizen according to legal regulations.
The Ha Noi Citizen Reception Board shall establish a working group to check implementation of Directive 07/CT-UBND dated April 24, 2017 of the Municipal People’s Committee on increasing performance quality of heads of city’s agencies and departments, and Chairpeople of People’s Committees of districts and towns, focusing on citizen reception, complaint and denunciation settlement; ask the Chairman of Municipal People’s Committee to recognize and honor the units with excellent performance, and criticize the ones with low performance.
