Accordingly, in terms of rural vocational training according to Decision No. 1956/QD-TTg dated November 27th, 2009 of the Prime Minister, in the first seven months of 2018, the rate of trained labourers was still low, accounting for 19.4% of the plan.
In the coming time, the Municipal People’s Committee assigned the Department of Labour, Invalids and Social Affairs to take prime responsibility and cooperate with the Department of Agriculture and Rural Development to recommend localities to clearly report the progress of rural vocational training as planned by the Municipal People’s Committee, difficulties, shortcomings, causes and offer measures for implementation; check training facilities, exchange with rural laborers to propose adjustments as regulated; recommend the Municipal People’s Committee to organize a conference on vocational training for rural labourers.
Targets of trained labourers are set as follow: 49-62% in 2017, 62-66% in 2018, 66-70% in 2019 and 70-75% in 2020.
To get the above targets, vocational training establishments need to enroll and train 192,500 residents. Accordingly, in the coming time, the Department of Labour, invalids and Social Affairs will direct vocational training establishments to strengthen the popularization and renew recruitment forms to attract learners; enhance vocational recruitment and training within three months; collaborate with relevant departments, sectors to open vocational training courses for rural labourers.
Regarding the above mission, the Municipal People’s Committee assigned the Department of Education and Training to continue enhancing orientation for students after finishing high school; take prime responsibility and cooperate with relevant units to recommend the Municipal People’s Committee to carry out Decision No. 522/QD-TTg dated May 14th, 2018 of the Prime Minister on approving the Project “Vocational education and orientation for students after high school for the period of 2018-2025” in the city.
