The plan aims to educate and honor the national pride and gratitude tradition; promote patriotism and self-reliance will; consolidatethe trust among people, especially young generations; highlight solidarity and peace aspirations of Viet Nam's ethnic groups; deepen knowledge and enhance exchanges among communities, domestic and foreign organizations; preserve the dragon boat racing sport and establish a great cultural event to introduce cultural, historic tradition of the hero Capital -, the City of peace; strengthen the development of the folk sport among cadres, soldiers and people.
According to the plan, the festival will be held on Saturday and Sunday of the first week after traditional New Year holiday at Ly Tu Trong Flower Garden and in West Lake.
Participants include dragon boat racing teams from foreign countries, Viet Nam’s provinces, cities and Ha Noi’s localities.
The Department of Culture and Sports will serve as a standing agency and cooperate with the city’s departments, sectors, collectives, and People’s Committees of districts to make and implement plans on organizing the Ha Noi open dragon boat racing festival for the 2019-2021 period.
The Department of Information and Communications will strengthen the popularization of the festival on mass media; coordinate with the Department of Culture and Sports and relevant units to popularize activities in the festival.
The Department of Tourism in collaboration with the Department of Culture and Sports and relevant units will set up tours to serve participants and make a plan on introducing the Capital’s beautiful images.
People’s Committees of districts will make plans on participating in the festival.
