The plan aims to tighten discipline; enhance the role and responsibility in the leadership and direction of Party committees, authorities at all levels, functional branches; the effectiveness and efficiency of state management, as well as the awareness and responsibility of the heads of establishments, households and people in the work of fire prevention and fighting and rescue; assess the responsibilities of agencies, organizations and individuals who let loose or be absent or irresponsible in the state management of fire prevention and fighting and rescue.
The plan sets out the content of short-notice inspection of the facility's responsibilities and awareness in the performance of fire prevention and fighting and rescue as prescribed; inspect the fire prevention and fighting safety conditions of the facility as prescribed in Article 20 of the Law on Fire Prevention and Fighting and Decree No. 136/2020/ND-CP of the Government; inspect the implementation of fire prevention and fighting and rescue work in the city, focusing on areas, fields and types of establishments that gather large numbers of people and at high risks of fire and explosion in the city area.
These include karaoke business establishments, markets, commercial centers, production facilities, high-rise buildings, common areas, among others, in Hanoi.
In case of detecting violations, the plan requested district-level People's Committees to direct and handle according to regulations; at the same time, consider and evaluate the state management of relevant agencies and units in the area under their management.
* On the same day, the Hanoi People's Committee issued Decision No. 3521/QD-UBND, establishing an interdisciplinary inspection team to inspect the implementation of fire prevention, fighting and rescue work in the city.
The inspection team is led by Le Hong Son, Standing Vice Chairman of the City People's Committee, Colonel Duong Duc Hai, Deputy Director of the City Public Security is the deputy head of the team.
The inspection team also has members who are representatives of leaders of departments and sectors: Culture and Sports, Industry and Trade, Construction, Planning - Architecture, Natural Resources and Environment, Planning and Investment, Office City People's Committee and Hanoi Electricity Corporation; leaders of the professional departments of the City Police.
The inspection team has the task of conducting unscheduled inspection of organizations and units on the performance of fire prevention and fighting and rescue in the city; summarize the situation, inspection results and report to the City People's Committee. The inspection period is expected to run from September 28, 2022 to December 31, 2022.
