Accordingly, the Municipal People’s Committee received a document of the General Department of Irrigation (under the Ministry of Agriculture and Rural Development) on building a plan on Results-based Program for Rural Water Supply and Sanitation in eight provinces of the Red River Delta funded by World Bank (WB) in 2019.
The document shows that 2019 is seen as the last year of implementing the PforR. Thus, People’s Committees of provinces, cities are urged to evaluate the implementation of the program in 2018 (for the period of 2013 - 2018) with focus on the five - year plan, gained achievements, shortcomings and difficulties, reasons and experiences during the implementation, major solutions, missions and targets in the next period.
To complete the program under the signed Agreement and loan closing in July 2019, the General Department of Irrigation requested People’s Committees of provinces and centrally - run cities to make plans on PforR in 2019.
The making of investment plans must be in line with the pledged progress in accordance with the signed agreement and in limit of foreign investment regulated at the medium-term public investment plan for the period of 2016-2020, the five-year national financial plan for the 2016-2020 period.
Regarding to the above matter, the Municipal People’s Committee assigned the Department of Agriculture and Rural Development to take prime responsibility and cooperate with Departments of Construction, Health, Education and Training, and relevant units to proactively build a plan on PforR in 2019 as requested by the General Department of Irrigation at the above-mentioned document and send it to the General Department of Irrigation as regulated.
