The plan states that, by 2025, the capital's cultural industry will become an important economic sector, creating a new driving force for economic, cultural and social development; maintain and develop the brand of the capital of a thousand years of civilization, "City for peace", "Creative city"; strive to contribute about 5% of the Hanoi’s GRDP; focus on developing a number of industries with advantages and potentials, including cultural tourism, handicrafts, performing arts, cinema, design, cuisine, software and entertainment games. At the same time, the city would take efforts to ensure the development of other industries such as advertising, architecture, film, television and radio, publishing, fashion.
By 2030, the capital's cultural industry will basically become a spearhead economic sector, strongly promoting the development of other industries and fields. Hanoi would become an influential "Creative City" in Southeast Asia, in the group of cities with the leading developed cultural industry with prestigious brands, products, having regional and international competitiveness comparable to capitals of highly developed countries in the region.
Hanoi would strive for revenue from cultural industries to increase year by year, contributing about 8% of the City's GRDP; maintaining stable and sustainable development ofcultural tourism, handicrafts, Performing arts, Design, Real sound, Software and entertainment games; promote the development of Advertising, Architecture, Cinema; continue to develop Photography and Exhibition, Fashion, Television and Radio, Publishing.
The goal is that by 2045, the capital's cultural industry is a spearhead economic sector and a driving force for the development of other industries and fields, a premise to build Hanoi with a high standard of living and quality of life; economic, cultural and social development is comprehensive, unique, harmonious and sustainable; become a globally connected city, on par with the leading capitals and cities in the region; form a number of iconic new cultural works of regional and world stature; strive to contribute about 10% of the City's GRDP.
In order to realize these goals, Hanoi would raise public awareness about the cultural industry among departments, branches and units of the City; People's Committees of districts, towns will disseminate the Resolution of the City Party Committee, the Plan of the City People's Committee, the implementation plan of their units to key officials, civil servants and officials of the locality and units in order to raise common awareness and take actions, successfully implement the tasks of cultural industry development.
People's Committees of districts, towns and units shall assume the prime responsibility for, and coordinate with relevant units in proactively effectively implementing human resource development, training programs to improve skills, and encourage innovation, technologies, creating cultural industries with potentials and advantages in the locality; implement a number of projects and planning schemes on conservation, restoration and embellishment to promote the value of special national relics and national monuments with potential for developing cultural tourism; create the most favorable environment and conditions to exploit and promote the unique cultural values of the locality, develop the cultural industry in association with cultural tourism and community tourism. In addition, the city expands international exchanges and cooperation, implements Hanoi's initiatives committed to UNESCO when joining the Creative Cities Network.
