In order to create a favorable business environment, the city's departments, agencies and branches will update and advise the Chairman of the Municipal People's Committee on the publication of administrative procedures based on the procedures published by ministries and ministerial-level agencies. The "one-stop shop" and "inter-agency one-stop shop" mechanisms will be renewed to prioritize the needs of enterprises and people. The implementation of Plan No. 01/KH-UBND, issued on January 3, 2023, will also be urgently directed. This plan aims to implement the Model Project for Modern Administration in receiving and returning the results of handling administrative procedures at all levels in the Hanoi metropolitan area, ensuring that the goals, requirements, progress and roadmap are met. To further improve the business environment, the City will study and advise on reducing administrative procedures under the authority of the City Council and the City People's Committee. Any problems and difficulties faced by enterprises will be promptly addressed to avoid negative impact on investment and business environment in the city.

Administrative processes and procedures provided on the National Public Service Portal and the City Public Service Portal will be reviewed, evaluated, and restructured to ensure that they are practical, simple, convenient, accessible, and easy to use. Online interaction to receive and handle public services will be improved for businesses and people.  In addition, the city will review and simplify internal administrative procedures administered by the Municipal People's Committee in order to improve the efficiency of public service delivery and utilize social resources. Any harassment or negative acts committed by cadres and officials in handling administrative procedures and providing public services to enterprises and people will be strictly dealt with.

The People's Committees of the districts and towns of the city will conduct the publicity of the administrative procedures in accordance with the regulations based on the decisions announced by the Chairman of the Municipal People's Committee and urgently implement Plan No. 01/KH-UBND of January 3, 2023 as directed by the Municipal People's Committee.

These committees will work closely with city departments and agencies to study, review and evaluate administrative procedures, and promptly deal with problems and difficulties faced by enterprises in the area. It is important that they avoid any negative impact on the investment and business environment in the city. In addition, the People's Committees will continue to collect statistics, review and approve the process of handling internal administrative procedures in agencies and units according to the competence and plan of the Municipal People's Committee. Any acts of harassment or negativity by cadres and officials in handling administrative procedures and providing public services to enterprises and people will be strictly dealt with.
