Accordingly, Head of the Steering Committee for Program No. 02-CTr/TU Ngo Thi Thanh Hang acknowledged and praised the efforts made by all levels and sectors as well as the positive participation of the people in effectively rolling out the program in the context of the COVID-19 outbreak.
Regarding the tasks of developing agriculture and rural areas, improving farmers’ living standards from now until the end of 2020, Hang said the city strives to achieve an agriculture growth rate of at least 4.12%.
In addition, Hanoi will tap local advantages and work out measures to boost agricultural restructuring and crop diversification; enhance the mechanization in agriculture to increase the productivity; expand the market for farming products so as to promote agriculture and rural economy, she added.
She underlined the necessity to strengthen administrative reform to attract more investments into agriculture; enhance the application of advanced technologies in farming while urging the localities across the city to review and fully exploit land resources, avoid leaving land unsown, and carry out farming projects to ensure sustainable development.
The local authorities need to boost the cooperation with organizations and individuals from production to consumption, tighten the slaughter control, and monitor the disease prevention work under the guidance of the Prime Minister and the Ministry of Agriculture and Rural Development, she requested.
Concerning the new-style rural area building, Hang asked relevant parties to strengthen communication to raise the awareness of cadres, Party members and local residents about the effort’s purpose and importance.
She urged five suburban districts, including Thach That, Phuc Tho, Thanh Oai, Thuong Tin and Phu Xuyen, to make every effort to meet all new-style rural criteria, complete and submit dossier for the recognition of new-style rural area title to the municipal People’s Committee before June 30.
Districts of Soc Son, Chuong My and Me Linh need to submit their dossiers to the municipal People’s Committee before August 30 for its verification, she asked, noting that the city is striving to have more five or six districts recognized as new-style rural areas by the end of 2020.
In terms of improving the farmers living standards, Hang demanded the localities to promote agricultural and industrial promotion, pay due attention to vocational training for rural laborers in accordance with the Prime Minister’s Decision No. 1956/QD-TTg dated November 27, 2009 to improve the quality of human resources in agriculture.
It is necessary to speed up the implementation of the city’s programs on poverty reduction and expanding production in industrial clusters and craft village, aiming to provide jobs to farmers as well as promote the shift of rural labor.
Concerning One Commune One Product (OCOP) program, Hang requested the local authorities to raise the awareness about the program, accelerate the implementation of the program in 2020, and attach importance to trade promotion to bring OCOP products into supermarket system, among others.
