Accordingly, implementing the conclusion of Prime Minister Nguyen Xuan Phuc at the meeting with the Viet Nam Co-operative Alliance on cooperative economy, cooperatives and some proposals, recommendations in the coming time, in which, he offered key missions, including: effectively carrying out the Action Program on deploying Resolution 01/NQ-CP dated January 1st, 2018 of the Government on major missions, solutions for the socio – economic development and state budget revenue in 2018, Law on Cooperatives in 2012, Resolution of the 12th National Party Congress on cooperative economy, cooperatives and other missions assigned by the PM at Directive No. 12/CT-TTg dated May 22nd, 2018.
Additionally, it is necessary to strengthen the popularization and dissemination of guidelines, policies of the Party and laws of the State on cooperatives to raise people’s awareness of developing cooperative economy, cooperatives; improve the role and benefits of cooperatives in the socio – economic development in diversified ways.
More efforts must be made to build, replicate of effectively operating cooperative models , product supply chains and outstanding individuals in association with the National Target Program on building new style rural areas, sustainable poverty reduction, restructuring of agricultural and rural economy; deploy Decree No. 57/2018/ND-CP dated April 17th, 2018 on mechanisms, policies to encourage businesses to invest in agriculture and rural development, Decree No. 58/2018/ND-CP dated April 18th, 2018 of the Government on agricultural insurance, Decree No. 98/2018/ND-CP dated July 5th, 2018 on preferential policies to strengthen cooperation, connection in producing, consuming agricultural products, Decision No. 98/2018/ND-CP dated April 27th, 2018 of the PM on approving a scheme on developing 15,000 agricultural cooperatives operating effectively by 2020; urgently adjust Decree No. 55/2015/ND-CP on agricultural credit and offer policies for agricultural land.
Localities will continue to monitor, check, and urge the implementation of the provisions of the Law on Cooperatives; research and give measures to remove shortcomings of provisions of the Law on Cooperatives in 2012; create favorable conditions and give assistance to the Viet Nam Co-operative Alliance in promoting its key role to develop cooperative economy, cooperatives; etc.
Regarding to the above matter, the Municipal People’s Committee assigned the Department of Planning and Investment to take prime responsibility and coordinate with the Departments of Agriculture and Rural Development, Finance, Home Affairs, Foreign Affairs, Municipal Co-operative Alliance and relevant units to implement and recommend the Municipal People’s Committee to carry out the PM’s conclusion.
