Hanoi issues new dispactch on COVID-19 prevention and control in new situation (22:07 14/10/2021)

HNP - Chairman of the Hanoi People's Committee Chu Ngoc Anh signed Dispatch No. 21/CD-UBND on October 13 on rolling out measures against COVID-19 in the city.

Accordingly, Chairman Anh asked directors of departments and sectors, and chairpersons of People's Committees of districts, township, communes and wards citywide to implement COVID-19 countermeasures in new situation.
Under the dispatch, the municipal authorities  allowed reopening of more services in the city from 6am on October 14. 
Agencies, units, organizations, and businesses will resume normal operation but must regularly assess risks relating to the pandemic and strictly implement COVID-19 prevention and control regulations.
Bus and taxi services will be restored following guidance from the municipal Department of Transport. They must strictly abide by the pandemic prevention and control regulations set by the Ministries of Transport and Health.
The municipal authorities also allow the  reopening  of museums and parks with no more than 10 people in each group of visitors who are required to ensure a safe distance between each other and fully adopt pandemic prevention and control measures.
Hotels and accommodation establishments are allowed to reopen with a cap of 50% of their capacity. The establishments must strictly adhere to COVID-19 prevention and control rules and guidance from the tourism sector. 
The authorities also allow sit-down table  services at restaurants and other food and beverage establishments. Meanwhile, wine bars, pubs, and beer venues are still only allowed to sell takeout. 
These establishments must set up screen between tables and ensure a safe distance between customers. Owners and employees of all venues must be fully vaccinated with two  jabs. Customers will be required to scan QR code to register their visits. 
The municipal authorities asked the People’s Committees of districts and communes to maintain the operation of task forces in pandemic prevention and control and regularly review and monitor local residents’ travel history. 
People who return from other localities, particularly high-risk and very high-risk areas must have their health monitored and be tested for SARS-CoV-2 in line with regulations of the Ministry of Health. The competent authorities will impose hash punishments on those breaking COVID-19 prevention rules. 
Local authorities were also requested to coordinate with the municipal Department of Health to timely respond to different development of the pandemic, and strictly enforce pandemic prevention and control measures. They are tasked to regularly inspect local establishments to ensure serious implementation of countermeasures and complete vaccination plans for local residents as guided by the health sector.
The municipal authorities assigned the Department of Health to cooperate with the city's entities and localities, based on the Government's Resolution No. 128/NQ-CP and the Health Ministry's guidance, to work out a “safe adaptation, flexible  and effective control of the COVID-19 pandemic” plan with a feasible roadmap.
The department is asked to follow the Ministry of Health’s guidelines on testing, isolating, and monitoring those returning from pandemic-hit areas and other localities; advise the municipal authorities on enhancing pandemic prevention and control measures in line with real situations; make preparations for adaptation when the pandemic situation change; and complete vaccination campaign.
The Department of Transport is in charged of coordinating with relevant agencies and units to guide transport activities in accordance with the direction from the Ministry of Transport.
The municipal authorities also assigned the Department of Education and Training to cooperate with the Department of Health to review and guide COVID-19 prevention and control measures in education and training activities; take measures to ensure a safe and effective new academic year of 2021-2022 in line with the COVID-19 situations in each locality; and prepare to vaccinate students when needed following the Ministry of Health’s guidance.
