Hanoi orders stronger anti-COVID-19 measures (21:23 17/08/2020)

HNP - The Hanoi People’s Committee issued Official Letter No. 3906/UBND-KGVX on August 14 on enhancing COVID-19 prevention and control in the area. 

Accordingly, localities and public agencies of the city will continue to take drastic measures against COVID-19 under the instruction of the Prime Minister, the Government, the National Steering Committee on COVID-19 Prevention and Control, and the municipal authorities. 
The localities and public bodies are required to keep vigilant in the fight against the novel coronavirus so as to prevent the disease from spreading to the community, and strict implement COVID-19 prevention and control measures, while realizing socio-economic development goal. 
It is necessary to strength communication work to encourage local residents to follow preventive measures, such as washing hands, wearing face masks in public places, avoiding mass gatherings of over 30 people outdoors, keeping safe distance of at least one meter from another; declaring medical information as required, among others. 
The municipal People’s Committee requested to suspend all activities with large crowd, such as festivals, religious ritual and sports events.
Under the document, manufacturing and businesses facilities must strictly follow regulations regarding COVID-19 prevention and control. 
Heads of agencies, units and organizations are responsible for carrying out COVID-19 prevention and control measures, limiting the organization of meetings and conferences, and enhancing the application of information technology in performing public duties. 
The municipal People’s Committee assigned the Department of Health in collaboration with district-level People’s Committees to trace, isolate and test those in close contact with COVID-19 positive cases. 
The localities are tasked with  conducting PCR tests for people who have returned to Hanoi from Da Nang and other virus-hit regions from July 15. Meanwhile, those who have returned from Da Nang for less than 14 days are advised to isolate themselves at home under the supervision of local authorities.
All hospitals in the capital city must strictly follow COVID-19 prevention and control protocol under the instruction of the Ministry of Health so as to ensure safety at hospitals and prevent risks of public transmission. 
According to the document, the Department of Health is in charge of ensuring the sufficient  medical equipment and supplies during the fight. 
The Capital High Command will cooperate with the Department of Health and districts to prepare concentrated quarantine camps to be ready to receive and provide medical isolation for people from epidemic areas. 
The Police Department will work with functional forces to inspect, detect and strictly handle people who illegally enter Vietnam, those who post false COVID-19 information, and those who do not make medical declaration or make false statements, among others. 
The Department of Industry and Trade will ensure the sufficient supply of essential commodities for locals. 
The Department of Labour, War Invalids and Social Affairs will fully implement social welfare policies while enhancing the COVID-19 prevention work in social protection institutions. 
The Department of Information and Communication will coordinate with district/township People’s Committees, and the media outlets to increase communication to raise public awareness. 
The municipal People’s Committee also urged the Vietnam Fatherland Front (VFF)’s municipal Committee and social – political organizations in collaboration with all-level authorities to encourage locals to take part in the COVID-19 fight, give support for those hit by the pandemic, and receive all donations from organizations and individuals to the campaign.
