Under the plan, the Hanoi’s authorities called for higher awareness in every administrative units and agencies on the significance of PAPI index, as well as its benefits to the governance capabilities at all levels.
Based on the evaluation of each component in the PAPI, each unit and department would identify strengths, deficiencies and problems, and propose solutions to improve their respective performance for greater public satisfaction in 2022 and beyond.
Departments and units with low scores in the previous PAPI versions are requested to submit report on their issues and solutions to improve the scores in 2022.
People’s committees at districts and wards are responsible for making public Hanoi’s socio-economic performance; state policies and issues directly related to their rights and obligations; functions and operation of local authorities.
The authorities, therefore, should fulfill their responsibilities in information transparency; stepping up administrative reform; improving quality of public services; ensuring political-social order.
On 10 May 2022, UNDP announced papi 2021, in which Hanoi scored 44.45, ranking 9th out of 63 provinces/cities, climbing 39 places against 2020.
