Hanoi halts all non-esential services from 0am on July 19 (07:43 20/07/2021)


HNP - Chairman of the Hanoi People’s Committee Chu Ngoc Anh issued Dispatch No. 15/CD-UBND on July 18 on urgent measures to respond to the complex evolution of the COVID-19 pandemic nationwide.


Accordingly, in response to the complicated situation of the pandemic in the country, Ho Chi Minh City and other northern provinces have applied social distancing measures under the Prime Minister's Directive 16 from 0am on July 19. 
 
In recent days, Hanoi has recorded rising  number of community COVID-19 cases, and the transmission source of several of them has not been identified yet.
 
In order to prevent the spread of the novel coronavirus in the city, Chairman of the municipal People’s Committee Chu Ngoc Anh asked heads of departments and branches, chairpersons of district- and commune-level People’s Committees, mass organization and people to continue to  strictly comply  with COVID-19 prevention and control measures. 
 
According to him, urgent anti-pandemic measures will be put in place citywide from 0am on July 19. Particularly, all citizens are required to stay at home and only go out when necessary such as business trip, food and medicine purchase, and other emergency cases like health check-ups and treatment.
 
All local residents are advised to follow the Ministry of Health’s the 5K message, avoid gathering more than five people outside the workplaces, schools and hospitals, and fill in health declarations on the website www.tokhaiyte.vn or apps Ncovi and Bluezone.
 
Under the dispatch, production and business as well as service establishments which are allowed to remain open include factories, production facilities, construction sites, business establishments of essential goods (such as food, pharmaceuticals, electricity, water, fuel, gasoline, and oil); food businesses providing delivery/takeaway services, educational institutions, banks, treasuries, service businesses operating in banking and supporting business activities, securities, postal and telecommunications services, transportation support services; healthcare facilities, and funeral services.
 
Agencies, businesses, and groups, including foreign-invested ones, are ordered to actively outline online working or shift work plans.
 
Shopping malls, supermarkets, wholesale and local markets in the city only sell necessities, ensuring sufficient food and necessities for people.
 
All people entering Hanoi from other cities and provinces are subject to make medical declarations.
 
Regarding transportation, the leader said that the city would minimize travels to other localities  and vice versa. Public transport would operate at half of their seating capacity.
 
The city’s authorities ordered to temporarily suspend weddings while funerals must be held with no more than 30 people.
 
Chairman Chu Ngoc Anh assigned district-level People’s Committees to work with Hanoi Authority for Industrial Parks and Export Processing Zones and relevant agencies to comprehensively roll out counter measures in industrial parks and industrial clusters, and maintain production activities. 
 
Business owners are ordered to sign commitment on abiding by regulations on COVID-19 prevention and work out plans for pandemic development response in line with the “three-on-spot” motto.
 
The mayor urged the city’s police in collaboration with functional forces to enhance inspection on enforcement of COVID-19 prevention rules and strictly handle any violations. 
 
The on-duty forces at 22 checkpoints across the city should work around the clock, tighten discipline in pandemic prevention and control to prevent import of disease threats, he requested.
 
He also asked the Department of Industry and Trade and relevant agencies to prepare sufficient groceries  and essential items  in every case.
 
Meanwhile, the Department of Information and Communication is tasked to guide the city’s media outlet to timely disseminate the pandemic situation as well as the city’s instructions against COVID-19.
