In 2020, Hanoi has been focusing on addressing concern of the business community, while continuing to provide support for enterprises, improve the business/investment environment, and encourage innovative startups, among others.
Hanoi has also step up efforts in improving the satisfaction of the people and enterprises during the process of realizing administrative procedures, as well as its ranks in the Provincial Competitiveness Index (CPI), the Provincial Governance and Public Administration Performance Index (PAPI), the Public Administration Reform (PAR) index, and the Satisfaction Index of Public Administration Services (SIPAS).
In 2019, Hanoi ranked second out of 63 provinces and cities nationwide in the PAR Index, while the city’s score in SIPAS reached over 80%, meeting the target set in resolution No.30c/NQ-CP of the government in administrative reform in the 2011 - 2020 period, and program No.08-CTr/TU of the Hanoi Party Committee and administrative reform plan in the 2016 - 2020 period of the Hanoi People’s Committee.
Additionally, Hanoi’s PCI in 2019 stood at 9th out of 63 provinces/cities, this was the second consecutive year that the city was included in the top 10 business-friendly localities of Vietnam.
Hanoi would also pay attention to simplify administrative procedures and provide public services at online advanced stages of 3 and 4. The move is considered key to help businesses and the people save time, costs and efforts, which is particularly significant during the Covid-19 pandemic.
Recently, the National Assembly has approved a resolution providing special mechanism for Hanoi’s finance - budget activities, which lays a foundation for the city to implement the urban administration model and realize its potential to further aid the socio-economic development.
