Hanoi shuts down restaurants, hair salons from May 25 (22:41 25/05/2021)


HNP - Chairman of the Hanoi People’s Committee Chu Ngoc Anh issued Dispatch No. 11/CD-UBND on May 24 on drastic measures against COVID-19.


Under the document, due to the complicated situation of the COVID-19 pandemic in Hanoi, the municipal People’s Committee called on the entire political system and people to join the fight against the pandemic in accordance with the spirit of fighting against the pandemic like fighting against the enemies.
 
All-level authorities were urged to uphold their sense of responsibility and give top priority to control the pandemic. Strict punishments will be imposed on those who violate COVID-19 prevention and control regulations.
 
In addition to strengthening communication under diversified ways to raise public awareness about COVID-19 effort, the city encouraged agencies and companies to enhance the applications of IT in operation and allow their employees to work from home in order to limit the spread of the novel coronavirus.
 
Hanoi also decided to shut down all food and beverage establishments as well as hair salons and beauty parlors from 12:00 on May 25 until further notice so as to curb the pandemic.
 
All citizens were required to absolutely stop entertainment activities, physical exercises and large gatherings in parks, gardens and public locations.
 
The municipal authorities assigned the Department of Health in collaboration with the Hanoi Capital High Command and district-level People’s Committees to double-check plans to expand quarantine zones to meet the requirement of concentrated isolation.
 
The health sector is requested to direct public and non-public medical facilities to continue tightening pandemic prevention and control and ensure absolute safety at hospitals and health clinics.
 
The municipal People’s Committee asked the Department of Tourism to double-check all quarantine zones in hotels and residences. All facilities found unqualified to quarantine people must stop receiving new people, and existing zones in hotels and residences in downtown districts would gradually receive fewer people before stopping completely.
 
The dispatch stated that Heads of relevant departments and district-level People’s Committees will  answer before the law for the emergence of the pandemic due to subjective factors.
 
Chairpersons of district People’s Committees are in charge  of directing local task forces to take drastic measures against COVID-19 in line with guiding documents issued by the municipal authorities.
 
The document also underlined the necessity for local authorities to improve the efficiency of community-based COVID-19 prevention groups; launch epidemiological investigation on all contacts and conduct rapid coronavirus tests so as to timely detect suspected cases.
 
Hanoi’s Management Board of Industrial Parks and Export Processing Zones was tasked to cooperate with the Department of Industry and Trade, the Department of Labor, War Invalid and Social Affairs and district-level People’s Committees to tighten the management of workers and keep them safe.
 
Hanoi ordered people returning to Hanoi from other localities starting May 25 to submit medical declarations within 24 hours. Those who returned to the city between May 10 and May 24 should also do so until the end of May 25.
 
Vingroup, T&T Group and other businesses are requested to test employees and residents living in their premises for COVID-19.
 
The document was issued after several COVID-19 clusters were detected in the T&T Company and apartment buildings in Times City.
