Hanoi reviews progress in administrative reform (16:19 29/06/2022)


HNP - On June 20, the Hanoi People's Committee issued report No. 196/BC-UBND on the city’s administrative reform progress in the first 6 months of 2022.  


According to the report, 100% of departments, units and district-level People's Committees in Hanoi have completed the arrangement of specialized departments to meet the criteria prescribed by the Government. The total number of public non-business units in the city is 481, a decline of 29.2% against 2015.

Regarding the management and use of civil servants and public employees, the municipal People's Committee has submitted to the Hanoi People’s Council for promulgation of Resolution No. 32/NQ-HDND dated December 10, 2021 on the total administrative and non-business payrolls in Hanoi in 2022.

Accordingly, this year, the city will be assigned 11,639 administrative staffs, 132,935 non-business employees, ensuring the correct quantity assigned according to the decision of the Prime Minister, the Ministry of Home Affairs and the Resolution of the municipal People’s Council.

The city also continues to streamline staffing according to Decree No. 108/2014/ND-CP dated November 20, 2014 of the Government and Decree No. 113/2018/ND-CP dated August 31, 2018 for 8 cases in phase 1, and other 8 cases in phase 2.

On this issue, the Legal Department under the Hanoi’s People Council has established a supervisory delegation, focusing on overseeing the implementation of the organizational apparatus, the use of administrative and non-business staff of the city in 2022; the arrangement of apparatus, staffing of civil servants and activities of People's Committees of wards operating under the pilot urban administration model in accordance with resolution No.97/2019/QH14 of the National Assembly.

The highlight of administrative reform in the first 6 months of this year is that Hanoi continues to renew and reorganize its apparatus, improve the effectiveness and efficiency of law enforcement, and ensure smooth and inter-connected operations to meet the requirements of state management. As of present, the city has basically completed the review of the functions, tasks and organizational structure of the departments, units and public non-business units of the city.
