The plan states that the city sets specific targets in 2022, in which the PAR INDEX will reach 92.55 points; SIPAS index reached over 88%; at the same time, the authorities also assign specific tasks to improve the quality of public services. Accordingly, Hanoi would continue to maintain indexes and component indexes with high results; improve  the indexes, the index of components with points deducted or low score. In 2022, the city's PAR INDEX would increase by at least 1-2 places, the SIPAS Index in 2022 would continue to have an improvement in both overall satisfaction rate and ranking compared to 2021.

For the criteria in which the city  did not get the maximum score, the Department of Home Affairs should analyze and develop a plan to overcome, improve and raise the index (expected to be completed in July 2022); organize a conference to find solutions to improve and enhance 3 indicators: PAR INDEX, SIPAS, PAPI with the participation of all departments, units and localities (completed in August).

The Office of the City People's Committee has completed the model "Receiving requests and deliver public services at all levels" on the basis of integrating some contents of Project 06 (completed in the third quarter of 2022).

Departments, units and localities are required to increase the frequency of public service inspection and administrative reform in order to correct administrative discipline and discipline and immediately handle cases of violations of communication attitudes, rules and working hours.
