Hanoi targets average income of mountainous ethnic group to increase by 20% per year (15:17 04/07/2022)
The plan states that, by 2025, the per capita income ethnic minority people and those living in mountainous areas will increase by 20% per year and reduce the number of poor households to zero according to the city's poverty line; completely solve the shortage of residential land and production land for the local people.
By 2025, 100% of poor households and beneficiaries of preferential credit policies according to regulations will be able to take loans to improve their quality of life, run production and business, and develop the economy. Percentage of villages and villages recognized and maintained the title of "Cultural Village" every year is over 65%. The rate of families being recognized and maintaining the title of "Cultural family" every year reaches 86-88%. Hanoi also strives to have 40% of communes meet the standards of new style rural areas.
In addition, by 2030, the living standards and income of people in ethnic minority people and those living in mountainous areas will be equal to those in communes on the outskirts of Hanoi; in this regard, the number of poor households will be reduced to zero according to the city's poverty line; maintaining the rate of 100% of communes meeting the new rural standards, of which 60% meeting the newly enhanced rural standards; 20% of communes meet the standards of new style rural areas.
Under the vision to 2045, the average income of ethnic minority people in the city will reach two thirds or more of the average income of people in Hanoi. The city also expects no more poor households and people would have full access to basic social services. Communes and villages in ethnic minority and mountainous areas shall ensure infrastructure to meet the requirements of socio-economic development and people's lives.
To accomplish the above objectives, the plan identifies 7 breakthrough tasks, 9 main tasks and 4 groups of solutions. In which, it is essential for the government and people to ensure efficiency in performing ethnic work; clearly understand the role, position and great potential of ethnic minorities and mountainous areas as well as the consistent ethnic policies of the Party and State. On that basis, the city aims to carry out effectively the Strategy for Ethnic Affairs in the new situation.
Along with that, Hanoi would develop mechanisms, policies, and solutions to prioritize resources to implement the objectives of the Ethnic Work Strategy. The immediate focus will be placed on allocating sufficient funds to fulfill the targets in the Plan No. 253/KH-UBND dated 11/11/2021 of the Hanoi People's Committee on the implementation of the National Target Program for Development of socio-economic areas of ethnic minorities and mountainous areas of Hanoi in the period of 2021-2030.
