Under the plan Hanoi would focus on enhancing efficiency in the city’s leadership on efforts for administrative reform; gauging the public satisfaction on the performance of state administrative units; assessing the administrative reform index of state authorities in the city and those under district- and ward-level People’s Councils; reviewing current regulations and laws in the city to better reflect actual practices; revising the Capital City Law to better mobilize resources for Hanoi’s development.
Along with such efforts, Hanoi would continue to push for reform of existing administrative procedures and make information on such process public, while timely addressing recommendations and suggestions from individuals and organizations on the city’s performance in this regard.
Hanoi also aims for streamlining its apparatus for greater efficiency in operation and focus on the pilot implementation of the urban administration model.
Meanwhile, Hanoi continues to raise public awareness on the pilot of finance-budget mechanism of Hanoi, while pushing for providing public services under the market mechanism; tightening supervision of administrative units in using public assets and funds from the state budget.
Along with such efforts, Hanoi would continue to promote e-government and digital government, aiming to reach higher ranks in major indexes of PAR Index, SIPAS, PAPI and other instruments that gauge the performance of the local authorities.
