Accordingly, the City People's Committee assigned the Department of Information and Communications to assume the prime responsibility for, and coordinate with the Office of the City People's Committee and the City Police in advising the City People's Committee to report to the Hanoi Party Committee to supplement the implementation of Project 06 of the City People's Committee on developing the application of population data, identification and electronic authentication for national digital transformation in the period of 2022 - 2025, with a vision to 2030 in the Resolution of the Hanoi City Party Committee on "promoting digitalization and building a smart City by 2025, with a vision to 2030".
The Office of the City People's Committee is assigned to assume the prime responsibility and coordinate with the City Police to continue monitoring and evaluating the effectiveness and results of the implementation of Directive No. 12/CT-UBND, dated August 10, 2022 of the Chairman of the City People's Committee taking stock of problems and difficulties; at the same time, advise the City No.06 Steering Committee to set up an inspection team to inspect the organization and implementation of the tasks of Project 06 at grassroots levels in the city.
Regarding the implementation of the key tasks of Project 06 from now to the end of 2022, the City People's Committee requires the official operation of the City's information system to handle administrative procedures no later than October 30, 2022.
The City People's Committee assigned the City Police to assume the prime responsibility and coordinate in researching solutions to organize level 2 authentication in collecting electronic identification records for citizens; stepping up the collection of electronic identification documents, ensuring that by the end of 2022, 100% of citizens in the city will be granted electronic identification, serving the implementation of online public services and e-transactions.
The Office of the City People's Committee continues to urge and coordinate with the City's departments, agencies and branches to review and restructure administrative procedures before December 2022; the Department of Home Affairs would study and advise on increasing the percentage of people performing online public services, including scoring criteria for each level of unit with the function of handling administrative procedures.
In terms of granting free digital signatures to citizens, the City People's Committee assigned the Department of Information and Communications to advise the City People's Committee on the implementation of granting free digital signatures for Hanoi citizens to implement administrative procedures, electronic transactions, report to the City People's Committee in October 2022.
The city leaders assigned the City Police to advise the City People's Committee in the deployment of cash withdrawal locations with citizen identification to replace ATM cards in the city, with the focus on workers in industrial parks, social beneficiaries and officials, public servants, public employees, employees of state agencies and enterprises in the city, report to the City People's Committee in October 2022.
The Department of Health advises the City People's Committee on specific solutions for building a health database of Hanoi, focusing on deploying 100% of medical facilities in the city in the immediate future to provide healthcare treatment with people via the ID card instead of health insurance cards.
