The plan identifies 5 groups of tasks and key solutions to mobilize all cadres, civil servants, public employees, army men and people in the city to strengthen information, communication and education activities on the harmful effects of alcoholic beverages abuse on health, community and society; disseminate policies and laws on prevention and control of harmful effects of alcoholic beverages among the public. Besides, Hanoi would strictly implement regulations on measures to reduce alcoholic beverages consumption and ensure conditions for the prevention and control of harmful effects of such drinks.
Under the direction of the municipal People's Committee, departments and units at all levels should strengthen their understanding and organize the timely implementation of the contents of the Law on Prevention and Control of Harmful Effects of Alcoholic Beverages and other relevant regulations and guidance documents; integrate the task of organizing the implementation of prevention and control of harmful effects of alcohol and beer into the socio-economic development plans of agencies, units and localities; include regulations on the implementation of the Law on Prevention and Control of Harmful Effects of alcoholic beverages into the regulations of agencies and units.
Party committees and authorities at all levels hold regular meetings with key officials to direct the implementation of the Law on Prevention and Control of harmful effects of alcoholic beverages in a timely and effective manner; strengthen inspection, supervision, and ensure effective implementation of the Law on Prevention and Control of harmful effects of alcoholic beverages in units and localities.
The Hanoi People's Committee also directs the implementation of screening and early detection of risk factors for the health of alcohol and beer drinkers; harm reduction interventions for people with risk factors for health in the community; prevention and intervention to reduce harmful effects of drinking alcohol on health; diagnosis, treatment and rehabilitation for people suffering from diseases and functional disorders related to drinking alcohol; addiction and relapse prevention and control and healthcare for the addicted people at medical examination and treatment establishments.
Hanoi would organize and guide interventions to reduce harms of alcohol and beer for pregnant women; advising women of childbearing age, pregnant women, and lactating women about the harmful effects of alcohol and beer on fetuses and children when using services at health facilities and support facilities.
