The official dispatch indicated that the Hanoi People's Committee assigned the Hanoi Department of Transport to coordinate with the City Police and People's Committees of districts: Hoan Kiem, Tay Ho, Tay Ho, Dong Da, Ba Dinh, Hai Ba Trung, Thanh Xuan and other units to pilot the above-mentioned urban public bicycle service; flexibly adjust the number of vehicles to suit the actual situation. There should be no duplicate routes and the pilot model of 2-wheeled electric vehicles connecting with public passenger transport vehicles on the BRT route is being implemented according to the proposal of the University of Transportation Technology.
Local authorities are expected to regularly monitor the situation and give a feedback on the quality and effectiveness of the models after 12 months of piloting, as well as providing recommendations to the City People's Committee to consider and decide on the implementation in the next 12 months in accordance to the law.
Along with that, the City People's Committee assigned the Hanoi Department of Transport to assume the prime responsibility for, and coordinate with relevant agencies in, reviewing the order and procedures, and advising the City People's Committee to submit a written report and seek opinions from the Hanoi People's Council on the temporary free use of sidewalks during the pilot implementation of the urban bicycle service in accordance with the law; report to the City People's Committee before December 5, 2022.
People's Committees of districts: Hoan Kiem, Tay Ho, Dong Da, Ba Dinh, Hai Ba Trung, Thanh Xuan together with the Hanoi Department of Transport and related agencies guide units to pilot the urban bicycle service. The authorities must ensure the conditions of ground and relevant technical infrastructure to organize the implementation before December 15, 2022.
