Synchronously taking measures to reduce the rate of social insurance, health insurance and unemployment insurance debts (20:22 08/09/2018)
Accordingly, the Municipal People’s Committee assigned the Department of Labour, Invalids, and Social Affairs to promote inspection of businesses with social insurance premium debts; coordinate with the Municipal Social Insurance, departments and sectors to carry out the Decision No. 33/2011/QD-UBND dated January 5th, 2011 of the Municipal People’s Committee on collecting social insurance, health insurance premium debts in the area; urge Divisions of Labour, Invalids and Social Affairs of districts, towns to enhance the management and inspection of Law on Labour, Law on Social Insurance, Law on Employment, and Law on Labour Safety and Sanitation in units.
Additionally, the Social Insurance Agency will continue strengthening the popularization of social insurance policies to units and employees; organizing meetings with units having long overdue social insurance premiums to urge them to pay off debts; publicize the list of units owing debts on mass media; cooperate with the police force to handle units which ignore or fail to pay social insurance as stipulated by the Penal Code which has been taking effect since January 1st, 2018.
More effort must be made to classify social insurance debts to take suitable measures for collection; assign specific missions and targets to each individual, public servant and unit; strengthen the cooperation with departments, sectors and People’s Committees of districts, towns to take measures to collect debts, etc.
The city’s departments, sectors, and People’s Committees of districts, towns are assigned to coordinate with the Municipal Social Insurance to popularize social insurance policies; urge units to well carry out health insurance policies basing on missions assigned at Decision No. 352/QD-UBND dated January 18th, 2018 of the Municipal People’s Committee on consolidating the Steering Committee on Project on implementing the roadmap towards universal insurance coverage for the period of 2012-2015 and 2020.
Besides, it is necessary to cooperate with the Municipal Social Insurance Agency to effectively exploit the managed data to urge units to pay off social insurance premiums as well as handle employers who ignore or fail to pay social insurance as stipulated by the Penal Code.
People’s Committees of communes, wards, and towns are responsible for cooperating with Social Insurance Agencies of districts, suburban districts to review and identify the operational situation of units as the background to implement mechanisms and policies for employees.
