According to the plan, organizations and enterprises with registered legal status engaged in production, business, and service activities in Hanoi city continuously for at least 36 months prior to their registration are eligible to participate in the National Quality Award in the city. Additionally, organizations and enterprises that have previously won the National Quality Gold Award may participate again in the 2023 event.
The National Quality Award evaluates participants based on 7 criteria, with a maximum total score of 1,000 points. The criteria include leadership role (120 points), operational strategy (85 points), customer- and market-oriented policy (85 points), measurement, analysis, and knowledge management (90 points), human resource management (85 points), operational process management (85 points), and performance results (450 points). The National Quality Award is aimed at recognizing outstanding organizations and enterprises in the city that have made remarkable achievements in their production and business activities.
It encourages all economic sectors to strive to improve productivity and quality, leading to the creation of competitive and high-quality products, goods and services, and contributing to the socio-economic development of the capital. In order to effectively carry out the above tasks, the Municipal People's Committee has assigned the Department of Science and Technology to serve as the permanent agency of the Prequalification Council.

Departments, branches, agencies and units of the city are required to coordinate with the Department of Science and Technology and other relevant agencies and units to inform and nominate eligible organizations and enterprises in the locality to participate in the National Quality Award. Organizations and enterprises with a score of 600 points or more shall be considered for the National Quality Award, and those with a score of 800 points or more shall be considered for the National Quality Gold Award.
