Hanoi enhances COVID-19 prevention and control (22:33 28/04/2021)

HNP - Chairman of the Hanoi People’s Committee Chu Ngoc Anh signed an official letter on April 27, asking relevant agencies and people to strengthen efforts in COVID-19 prevention and control, amid complicated developments of the pandemic in surrounding countries.

The leader requested departments, sectors and localities to carry out the Prime Minister (PM)’s Dispatch No. 541/CD-TTg dated April 23, 2021 on enhancing COVID-19 prevention and control measures, Announcement No. 81/TB-VPCP dated April 26, 2021 of the Government Office stating the PM’s conclusion at the meeting with key cabinet members on the fight against COVID-9; Official Letter No. 1343/BVHTTDL-VHCS dated April 26, 2021 of the Ministry of Culture, Sports and Tourism; and Official Letter No. 112-CV/TU dated April 27, 2021 of the Hanoi Party Committee. 
In an effort to prevent the spread of COVID-19 in the capital city, Mr. Anh urged departments, sectors and district-level People’s Committees to stay vigilant and drastically, synchronously and effectively implement COVID-19 prevention and control measures with the motto of "four on the spot".
He ordered that special attention be paid to ensuring security and safety for the upcoming election of deputies to the 15th National Assembly and People’s Councils at all levels for tenure of 2021-2026. 
Departments, sectors and district-level People’s Committees are tasked to monitor the implementation of medical declaration by QR code, the application of information and technology as guided by the Ministry of Health. 
Local people are advised to closely follow the Health Ministry’s 5K message and wear face masks in public places.
The mayor requested the task forces to inspect enforcement of anti-COVID-19 measures in medical facilities, schools, factories, supermarkets and stations, among others, and strictly fine organizations and individuals that violate pandemic prevention regulations.
In case COVID-19 infections are detected, contact tracing and quarantine must be promptly rolled out to curb the spread of the pandemic, he stressed.  
He asked for the suspension of festivals and pedestrian space in the city, and restriction of non-essential events with mass gatherings. In case the events are held, preventive measures must be in place.
The municipal People’s Committee assigned the Department of Health to stay on high alert, review all preparations and prepare scenarios to respond to the different developments of the disease. 
He underscored the necessity to tighten management of border gates to prevent illegal entries, timely implement the Government’s Resolution No. 21/NQ-CP dated February 26, 2021 on purchasing and using of COVID-19 vaccines and carry out the vaccination program in a transparent and effective way.
Mr. Anh requested Departments of Health; Labor, War Invalids and Social Affairs; Foreign Affairs; Public Security; the Hanoi High Capital Command and district-level People’s Committee, based on their functions and missions, to tighten the management of travel via border gates and border crossings so as to prevent illegal entry, and prevent virus transmission at concentrated quarantine sites.
The Department of Information and Communications, the Department of Health, local authorities and press agencies are in charge of increasing communication activities to raise public awareness about the COVID-19 efforts. 
The Department of Culture and Sports, the Department of Tourism and district-level People’s Committees will instruct management boards of relic sites and museums, organizers of festivals and relevant units to strictly abide by COVID-19 prevention regulations as guided by the health sectors. 
The Department of Education and Training is required to guide schools to comply with COVID-19 prevention and control protocols, and prepare for online and television-based teaching if necessity. 
Anh also asked the Vietnam Fatherland Front’s Hanoi committee and political-social organizations to encourage the locals to stay vigilant and follow COVID-19 prevention measures.
