Accordingly, implementing the direction of Truong Hoa Binh, Permanent Deputy Prime Minister and Chairman of the National Steering Committee for Traffic Safety at the video conference on reviewing the results of work on ensuring order and traffic safety in the first half of 2018 and deploying major missions in the third quarter and the second half of the year, People’s Committees of provinces and central-run cities will issue regulations on responsibilities of relevant local authorities, levels and functional agencies in jointly ensuring traffic order and safety.
In addition, People’s Committees of provinces and central-run cities are tasked to direct Departments of Transport to enhance inspection, tighten the training and granting of driving licenses; remove back points of traffic accidents; install and announce pick-up and drop-off stations; make a plan on using funds from sanctioning administrative violations to drastically handle black points and roads crossing railways illegally.
Provincial People’s Committees will request People’s Committees at district, communal levels to continue implementing Directive No. 33/CT-TTg dated July 21st, 2017 of the Prime Minister on protecting traffic corridors of roads and railways, Decree No. 65/2018/ND-CP on detailed regulations on implementing some articles of Law on Railway; strengthen the guard of traffic safety at at the crossroads without barriers; stop illegal paths cross the railway and increase responsibilities of leaders when incurring violation cases related traffic safety corridors.
People’s Councils of provinces, central-run cities will allocate funds to implement tasks of ensuring traffic order and safety in localities.
Especially, People’s Committees of Ha Noi, Ho Chi Minh City and central-run urban areas will make plans on re-ordering urban traffic, tighten the management of pavement use to ensure the priority for pedestrians; properly arrange temporary parking areas; cooperate with the Ministry of Transport to re-arrange inter-provincial busses; strictly regulations on wearing helmets while driving motorbikes in Ha Noi in order to create a habit of obeying the law as well as build the traffic culture.
Regarding to the above matter, the Municipal People’s Committee assigned the Department of Transport to take prime responsibility and coordinate with Departments of Police, Information and Communications, Education and Training and People’s Committees of districts, town, relevant units to carry out the conclusion of Permanent Deputy PM Truong Hoa Binh so as to reduce traffic accidents in three terms of the number of cases, fatalities and injuries in 2018.
