Accordingly, the document called for departments and agencies under the City People's Committee and District People's Committee to review administrative procedures within the scope of Decree No. 63/2010/ND-CP dated 8 June 2010 of the Government on supervising administrative procedures.

Specifically, departments, branches and agencies under the Hanoi People's Committee would review administrative procedures within the scope of state management of their industries and fields, including: administrative procedures under the authority of the People's Committee, of the Chairman of the City People's Committee, of departments, branches, agencies under the municipal People's Committee, of the district-level People's Committees.

District-level People's Committees would review administrative procedures  under their jurisdiction.

In addition to the list of administrative procedures under the decentralization plan being reviewed by the Government Office and submitted to the Prime Minister for approval; departments and branches would review, update administrative procedures under their management, aiming to promote decentralization of state management and delegation of powers in Hanoi and continue to review the remaining administrative procedures, propose plans for decentralization and authorization. On that basis, related parties are responsible for summarizing and proposing the overall decentralization and authorization plan on administrative procedures according to one of the following options:

For administrative procedures under the jurisdiction of the City People's Committee, the document raises  adjusting the handling competence for the Chairman of the City People's Committee; proposes power delegation at departments, branches and agencies under the City People's Committee; District People's Committee; propose decentralization to the district People's Committee.

For administrative procedures under the handling competence of the Chairman of the City People's Committee: it proposes powers of Directors, heads of departments, branches, agencies under the City People's Committee, Chairman of the district People's Committee; propose decentralization to the Chairman of the district People's Committee.

For administrative procedures under the handling competence of the Departments, departments and branches of the city, the document proposes decentralization and authorities for the heads of affiliated units; proposed decentralization at district or commune level.

For administrative procedures under the jurisdiction of the district: propose to authorize the Chairman of the People's Committee of the commune, the head of the department/committee under the People's Committee of the district; it set out decentralization to the Commune People's Committee.

The city sets a goal of decentralization in handling administrative procedures for at least 20% of the total administrative procedures under the management of the City People's Committee, departments and branches under the City People's Committee, and the district People's Committee, except for administrative procedures that are currently under the management of the City People's Committee.

The decentralization and authorization must be consistent with the provisions of the Constitution, the Law on Organization of Local Government and other provisions of law, ensuring the principles of management by industry, field and territory; ensuring the synchronization, systematicity, continuity, avoiding overlapping and omission in the performance of functions, tasks of state management; implement reasonable decentralization between the City People's Committee, the People's Committee of the district, the People's Committee of the commune; ensuring thorough and reasonable decentralization and authorization from the stage of reception, settlement, and delivery of administrative procedure settlement results and in line with the performance capability of the decentralized or authorized levels and agencies to ensure efficiency.
