Hanoi to ensure traffic safety during upcoming holiday (22:19 28/04/2020)

HNP - The Hanoi People’s Committee issued Official Letter No. 1533/UBND-DT on April 24 on ensuring public order and traffic safety during the Reunification Day (April 30) and May Day (May 1) holidays.

Accordingly, the Municipal People’s Committee asked the Department of Transport to coordinate with the Department of Health, Hanoi Transport Corporation and transport companies in ensuring public transport services meeting an increasing demand for travel during the upcoming holidays while strictly taking measures to prevent and control COVID-19 in line with the Prime Minister’s instructions in Announcement No. 164/TB-VPCP dated April 23, 2020 of the Government Office. 
In the document, the Municipal People’s Committee underlined the need for improving the capacity of transport services to meet demand for mobility in the context of COVID-19 outbreak, and maintaining order and environmental sanitation at bus stations.
It is necessary to change ticketing methods, enhance the application of e-ticketing, list ticket price to prevent illegal price hikes, and guarantee security, order, safety and convenience for passengers.
The Municipal People’s Committee requested for more efforts to increase inspection to strictly punish traffic regulation violators while asking task forces to eliminate illegal bus stops.
Under the letter, the Department of Transport and the Hanoi Police are tasked to continue strengthening enforcement of the Law on the prevention and control of alcohol related harms and Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government; ensuring traffic order and safety in line with the PM’s directions set out in Directive 16/CT-TTg dated March 31, 2020 on urgent measures against COVID-19 pandemic.
Interdisciplinary task forces are required to operate 24/7 and increase inspection to handle violation cases of traffic safety regulations on the routes.
The Municipal People’s Committee ordered related parties to cooperate with local authorities to carry out solutions to ensure traffic safety at road-rail intersections, wharves and waterway ports in the area as well as to promptly detect risks of accidents in the above places to take remedial measures.
The municipal authority also requested the Department of Transport and district/township People’s Committees to check traffic infrastructure to reduce traffic jams and accidents.
The Department of Information and Communications is responsible for working with Departments of Health, Education and Training, Police, district/township People’s Committees, Traffic Safety Board's Office, Hanoi Radio Television and media outlets to enhance dissemination of traffic safety laws among local residents.
Meanwhile, the Department of Health and health facilities in the city are in charge of mobilizing medical staff and preparing medical equipment and medicines to rescue traffic accident victims and mitigate deaths.
