Accordingly, the Municipal People’s Council set up the export growth of over 8% in 2020, reaching some US$18 billion in total export turnover.
To fulfill the above-mentioned target, the Municipal People’s Committee requests the city’s entities to roll out assigned tasks, as follows:
Hanoi’s Department of Industry and Trade, Hanoi Customs Department, Hanoi Taxation Department and Hanoi Industrial and Export Processing Zone Management Board are tasked to organize conferences, forums and training courses for enterprises on foreign market, free trade agreements as well as new legal frameworks related to investment and import-export business activities.
Hanoi’s Department of Agriculture and Rural Development is responsible for rolling out training programs for farmers on safe production and trademark building. It will also promote production restructuring in association with traceability, geographical indications and branding for the city’s export commodities.
Under the plan, State Bank of Vietnam’s Hanoi branch is in charge, together with relevant agencies, of promoting credit expansion with reasonable interest rates to foster production and trade.
Similarly, Department of Agriculture and Rural Development will coordinate with relevant units to carry out hi-tech agricultural production programs associated with promoting exports of agricultural products.
To achieve the goal, Hanoi Taxation Department is requested to work out tax administration modernization projects and enhance information technology (IT) application in all stages.
The Municipal People’s Committee also assigned Hanoi Industrial and Export Processing Zone Management Board to continue, as delegated by the Ministry of Industry and Trade, granting certificates of preferential goods origin for enterprises in industrial parks via electronic systems at the stages of 3 and 4 under the National and ASEAN Single Window (ASW).
The plan also set up the fourth solution group for the city, including promoting investment attraction, infrastructure development, logistics facilities and public service system, setting up database for export activities.
For the solutions to be successful, Department of Industry and Trade will take prime responsibility and cooperate with Department of Planning and Investment to give instructions on investing and implementing logistics projects.
Hanoi's Investment, Trade, and Tourism Promotion Center is assigned to complete building the database system in fields of investment, trade, tourism and agriculture.
The fifth solution group stated that Hanoi's Investment, Trade, and Tourism Promotion Center will enhance domestic and international cooperation on investment promotion as well as provide investment information and opportunities to organizations, enterprises and investors.
In addition to five major solution groups, manufacturing and exporting enterprises are requested to actively improve the quality of their products as well as their competitiveness and set up trademarks.
