Hanoi People’s Council convenes 7th session (16:23 05/07/2022)


HNP - On July 5, the 16th Hanoi People's Council opened its 7th session to review the implementation of socio-economic, security and defense tasks in the first 6 months of 2022; decide on the direction and tasks for the remainder of the year.  



Speaking at the opening session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that from the beginning of 2022, the municipal People's Council has held three specialized sessions to assess and decide on a number of important contents within its competence. In preparation for this session, the Standing Committee of the People's Council, the People's Committee and the Standing Board of the Vietnam Fatherland Front Committee of Hanoi have been coordinating to prepare the contents of the meeting.

The Standing Committee of the Hanoi People's Council also developed and promulgated the procedures for the session preparation to ensure consistency, rigor, efficiency and compliance with regulations.

According to Tuan, this is also one of the tasks and solutions to continue to innovate and improve the quality and performance of the Standing Committee of the People's Council and the City Council's Committees under Project No. 15 on "Improving capacity, effectiveness and performance of People's Councils at all levels, period 2021-2026, associated with the pilot implementation of urban administration model and consolidation of rural government in Hanoi " approved by the authorities on May 12, 2022.

This meeting is expected to be held in three and a half days, in which, nearly one day will be spent for group and plenary discussions; another day for interpellation. These are important activities of the municipal legislative body in order to promote the roles, responsibilities and wisdom of the delegates to exchange and discuss important contents in the agenda of the session

In this regard, the Hanoi People’s Council will consider and evaluate the implementation of socio-economic development tasks, national security and defense, budget revenue and expenditure in the first 6 months of the year and key tasks in the last months of 2022.

In the first 6 months of 2022, the City deploys tasks in the context in which the impacts of the Covid-19 pandemic still persist, while the complicated and unpredictable development of world political situation has had a great impact on socio-economic development.

However, the local authorities have closely followed the instructions of the Central Committee and the City Party Committee, drastically implementing the policy of safe and flexible adaptation to the pandemic.

Hanoi’s GRDP growth in 6 months reached 7.79% (nearly 1.29 times higher than the same period in 2021), budget revenue reached 56.8% compared to the estimate, up 20.8% over the same period. The planning work has been accelerated; urban management, embellishment and development have had positive changes. New rural construction continues to be among top priorities of the city.

Meanwhile, political security, social order and safety were ensured, leading to the successful organization of major political events in Hanoi, especially the successful coordination of the SEA Game 31 that left good impressions on international friends.

Simultaneously with the task of epidemic prevention and socio-economic development, the city also implemented many very important tasks such as:  submitting to the Politburo for promulgation Resolution No.15 on the vision for Hanoi’s development in the period of 2021-2030, with orientation to 2045; implementing the city planning, adjusting the overall master plan on construction of the capital until 2030, with a vision to 2050; taking stock of the implementation of the Capital Law and proposing amendments to the Law; submiting to the Government and National Assembly for approval the investment policy of the Ring Road 4 project - Hanoi Capital Region; implementing the Resolution of the City Party Committee and the City Council on 3 goals - renovating and upgrading schools, medical facilities and restoring historical relics in the 2021-2025 period and the following years.

In addition to the achieved results, there are still some shortcomings and limitations that are: slow progress in implementing socio-economic development tasks, high consumer price index, decrease in industrial production compared to the same period last year. During the period, the disbursement rate of public investment capital is still low, the auction of land use rights still faces many difficulties and obstacles.

“Therefore, the City Council spends a lot of time for delegates to conduct group and plenary discussion about the results achieved, point out limitations and shortcomings and propose appropriate and feasible solutions to ensure socio-economic development," said Tuan.

With the motto of continuing to innovate, improving the quality, effectiveness and efficiency, Chairman of the City People's Council Nguyen Ngoc Tuan suggested that the deputies of the People's Council should continue to promote the sense of responsibility, democracy and intelligence to discuss thoroughly, contribute many enthusiastic and quality opinions, for the success of this session.
