Disbursement of public investment fund as criteria to assess authorities’ performance
 

Dung noted up to now, the implementation  and disbursement  of the 2022 Public Investment Plan of Hanoi remained very low, only equal to 17.4% of the assigned plan and lower than the average level nationwide; in which, the disbursement rate of public investment capital at the city level continues to be lower than the disbursement of public investment fund at the district level.

On the basis of discussion and analysis of the achieved results, limitations and causes, the Dung requested that the authorities should continue to study radical and breakthrough solutions to promote public investment at all levels, branches and localities, so that the disbursement of public investment capital in 2022 would reach  at least 90% of the plan.

Secretary of the City Party Committee Dinh Tien Dung stressed the necessity to tighten discipline and promote the responsibility of leaders in implementing the Public Investment Plan in all branches, fields and sectors; making the results of disbursement of public investment capital  a criterion to evaluate the performance of the heads and related officials and civil servants.

The Secretary of the Hanoi Party Committee also requested to strengthen the leadership, direction and supervision of investment activities; review to adjust the assignment of city-level public investment projects in accordance with the functions and tasks of the City's project management units and agencies and propose strong decentralization and authorization in the implementation of investment procedures.

Dung also called on the Party Committee of the City People's Council to strengthen supervision of the implementation of the 2022 Public Investment Plan and the City's Medium-Term Public Investment Plan, ensuring improved management efficiency and use of public investment capital of Hanoi.

Changing form of land use rights bidding
 

Regarding the results of the Auction of Hanoi Land Use Rights in the first 6 months of 2022, the secretary of the Municipal Party Committee said that the results are still quite modest, with revenues so far equivalent to 9% of the target.

To further improve the performance, Dung asked the Party Committee of the City People's Committee to  review the difficulties and problems of the districts, towns and each project, while speeding up the implementation of administrative reforms in the city's departments, agencies and branches, creating conditions for districts, towns and cities to conduct auctions of land use rights in a publicity and transparent manner.

Dung also expected the authorities to study the conversion of land use right auction to bidding for selection of investors to implement projects using land in accordance with the provisions of law and the practical situation of Hanoi; early promulgate regulations on selection of investors to implement projects using land as the basis for implementing investment processes and procedures for land-using projects, including the form of bidding.

Housing development must ensure people's livelihood
 

Regarding the housing development program in Hanoi in the 2021-2030 period, Secretary of the City Party Committee Dinh Tien Dung said that the City Party Committee has authoriezed the draft of the city's housing development program in Hanoi for the period 2021-2030, in which new targets for housing are identified, along with resource mobilization in terms of land, and finance. The goal is to ensure the program’s suitability with the capital's socio-economic conditions, as well as the guidelines and policies of the Central Government on urban planning, management and development, and housing development.

The Secretary of the City Party Committee assigned the Party Committee of the City People's Committee to complete the proposal and submit it to the Hanoi People’s Council for consideration and approval at the July meeting.

The Secretary of the City Party Committee also emphasized the requirement that housing development along with the urbanization process must ensure people's livelihoods, ensure economic stability and improve people's living standards.
