Reviewing the implementation of socio-economic development tasks in the first six months of the year, Secretary of the City Party Committee Dinh Tien Dung said that the context of the world situation is very complicated amid geopolitical conflicts and strategic competition. Such a situation has negatively affected the socio-economic situation in the country in general and Hanoi in particular. In addition, the evolution of the Covid-19 epidemic in the first quarter was severe, with the number of cases continuously increasing, even reaching 30,000 to 40,000 cases per day.
However, with the drastic participation of both the political system and the people, together with timely and right decisions of the local authorities, Hanoi has achieved positive results in Covid-19 pandemic control and prevention, Dung said.
The number of cases has decreased sharply with only about 150 new cases per day, while the rate of deaths is very low, only 0.08%. In the past 70 days, Hanoi has not recorded any fatality due to Covid-19.
The city has returned to a new normal in recent months, thereby bringing a very positive effect to the local economy. GRDP in the second quarter is estimated to increase by 9.49% - 1.4 times higher than the scenario given at the beginning of the year (6.4-6.9%). This resulted in the GRDP in the first six months of 7.79% - 1.29 times higher than the same period in 2021, 1.08 times higher than the same period in 2019 (before the Covid-19 epidemic).
Services increased by 9.05% - 1.54 times higher than the same period last year (5.87%), industry rose by 6.73%, construction expanded by 5.54%, agriculture by 2.39%; exports recovered strongly, with an estimated turnover of 19.5% - nearly 5 times higher than the growth rate of the same period in 2021 (up 4.5%); Total retail sales is estimated to increase by 21.8% - 3 times higher than the same period in 2021 (up 7.2%); International tourists increased by 79.5% (while it decreased by 86.2% the same period); total state budget revenue in the first 6 months of the year in the city increased remarkably, up 20.2% over the same period and reaching 56.8% of the central estimate.
According to Dung, urban planning, management and construction investment are priorities for Hanoi in the coming time, while fields of culture, education, and health continue to develop; social security and welfare are ensured; national defense and security were consolidated, social order and safety were maintained.
The city has contributed to the success of the 31st SEA Games, while the total number of medals won by Hanoi athletes were 151 out of the total 446, accounting for 33.85% of the medal tally of the Vietnamese sport delegation.
Effectively implement solutions for socio-economic recovery and development
Promoting the results achieved in the first 6 months of the year, Secretary of the City Party Committee Dinh Tien Dung asked the authorities to continue concentrating on the tasks ahead to ensure full accomplishment of the 2022 goals and targets, especially the growth target 7- 7.5%, ensuring budget revenue - expenditure balance and controlling inflation below 4%.
As such, Dung expected Hanoi to effectively implement the Resolution No. 15/NQ-TW dated May 5, 2022 of the Politburo on directions and tasks to develop Hanoi until 2030, with a vision to 2045; complete the stocktaking document on the implementation of the 2012 Capital Law; finalize according to schedule the formulation of the Capital Planning period 2021-2030, with a vision to 2050; overall adjustment of the general construction planning of Hanoi until 2030 with a vision to 2050; focus on implementing the work according to the plan and schedule set out for the Ring Road 4 - Capital Region Project according to the investment policy approved by the Politburo and the National Assembly.
Hanoi would continue to implement safe, flexible and effective adaptation measures to effectively control the Covid-19 pandemic amid the emergence of new strains of the coronavirus that may pose risks to the public health.
Secretary of the City Party Committee Dinh Tien Dung also requested to strengthen the management of cultural, sports and tourism activities, associated with safety in the prevention and control of the Covid-19 pandemic.
